Background of the Study

Traditional rulers in Nigeria hold considerable influence over political, social, and cultural affairs, particularly in the northern regions where traditional institutions play a vital role in community governance. In Sokoto South, Sokoto State, traditional rulers are seen as custodians of cultural values, and their influence extends to both political and social spheres (Adamu & Bello, 2024). Gender inclusion in politics, however, has remained a significant challenge, especially in areas where cultural norms often place women at a disadvantage in political participation (Nwoye, 2023). Despite the challenges, the role of traditional rulers in shaping gender dynamics in local politics cannot be understated, as they can either perpetuate traditional gender roles or advocate for progressive gender-inclusive policies. Recent studies have shown that traditional leaders have a crucial part to play in advancing women's political inclusion by endorsing women’s participation in governance, creating awareness of the importance of gender equality, and fostering an environment that supports women’s leadership (Bello & Umar, 2024). This study will assess how traditional rulers in Sokoto South influence gender inclusion in politics, examining both the supportive and obstructive factors that these leaders present in promoting gender equality within local political structures.

1.2 Statement of the Problem

Despite ongoing efforts to increase women's participation in politics, Sokoto South continues to face significant barriers related to cultural and religious factors, which limit women’s political engagement and leadership opportunities. Traditional rulers, who hold substantial sway over their communities, can either challenge or reinforce these gender barriers. While some traditional rulers in Sokoto South have supported women’s political rights, many still hold conservative views that hinder women’s active participation in governance (Olaoye & Saidu, 2023). This study aims to investigate how the actions of traditional rulers influence women’s inclusion in politics, with a focus on their role in shaping political and cultural perceptions of gender equality.

1.3 Objectives of the Study

  1. To assess the role of traditional rulers in promoting gender inclusion in politics in Sokoto South.

  2. To evaluate the impact of traditional leaders’ attitudes and policies on women’s political participation in Sokoto South.

  3. To identify challenges faced by women in Sokoto South and how traditional rulers can address these challenges to improve gender equality in local politics.

1.4 Research Questions

  1. What role do traditional rulers play in shaping gender inclusion in local politics in Sokoto South?

  2. How do traditional leaders' attitudes towards women’s participation influence their political engagement in Sokoto South?

  3. What challenges do women in Sokoto South face in political participation, and how can traditional rulers mitigate these challenges?

1.5 Research Hypothesis

  1. Traditional rulers in Sokoto South significantly influence gender inclusion in local politics.

  2. The attitudes of traditional rulers in Sokoto South either promote or hinder women’s political participation.

  3. The support of traditional rulers will lead to increased women’s political representation in Sokoto South.

1.6 Significance of the Study

This study holds significant value in understanding the role of traditional rulers in influencing gender inclusion in local politics. It will provide critical insights into how traditional structures can either obstruct or support women's political engagement in Sokoto South, thereby informing future policies and interventions aimed at improving women’s political rights (Zubairu & Mohammed, 2024). Moreover, the findings could contribute to the development of strategies for engaging traditional institutions in promoting gender equality and political inclusion in Sokoto State and similar regions in northern Nigeria. The research will also add to the existing body of knowledge on gender and politics in the African context, particularly in relation to the intersection of traditional leadership and modern political structures.

1.7 Scope and Limitations of the Study

This study focuses on Sokoto South Local Government Area, specifically examining the role of traditional rulers in promoting gender inclusion in local politics. The research will assess both the influence of traditional rulers and the challenges faced by women in politics within this region. Limitations may arise from the diverse opinions of traditional leaders, some of whom may not be open to discussing sensitive issues related to gender equality, as well as the influence of religious and cultural factors that may constrain certain responses.

1.8 Operational Definition of Terms

  • Traditional Rulers: Leaders who are recognized for their authority within traditional, often non-elected, governance systems, and whose influence extends over political, social, and cultural matters.

  • Gender Inclusion: The integration of both men and women in political, social, and economic activities on equal terms.
