Chapter One: Introduction

1.1 Background of the Study
Maiduguri, the capital of Borno State, has been at the epicenter of the insurgency led by the militant group Boko Haram, which has plagued northeastern Nigeria for over a decade. The violence associated with the insurgency has led to widespread displacement, loss of life, and destruction of infrastructure. In response to this threat, the Nigerian military has undertaken a series of interventions aimed at combating the insurgency and restoring peace to Maiduguri Metropolitan Council (MMC). These military interventions, including counter-insurgency operations, the deployment of troops, and the establishment of security checkpoints, have been crucial in the fight against the insurgents. However, the effectiveness of these operations has been the subject of debate, with some arguing that military interventions have not significantly reduced the insurgency's hold on the region. Others claim that while the military has achieved some success, there are still significant challenges in terms of insurgent resurgence, civilian casualties, and the lack of coordinated strategies between different security agencies. The dynamics of insurgency in Maiduguri have shifted over time, making it essential to assess the evolving strategies and their impacts on security in the region. According to studies (Sadiq & Bello, 2023; Okoye, 2024), while the military has made strides in disrupting insurgent activities, the persistent nature of the insurgency suggests the need for a more integrated approach that involves both security operations and socio-political measures. Furthermore, concerns about human rights violations, collateral damage, and the psychological impact of military operations on civilians have raised questions about the sustainability and ethical considerations of these interventions. Therefore, a comprehensive assessment of military interventions in Maiduguri is crucial to understanding their effectiveness in curbing insurgency and maintaining long-term peace.

1.2 Statement of the Problem
The military interventions in Maiduguri have been extensive, yet the persistent nature of insurgency and the challenges of insurgent resurgence have led to doubts about the long-term effectiveness of these operations. While the military has been able to reclaim territories previously held by insurgents, there are concerns regarding the collateral impact on civilians, the adequacy of military strategies, and the coordination between military and civilian agencies. Furthermore, the lack of comprehensive data on the successes and shortcomings of these interventions presents a gap in understanding how to enhance the military’s role in countering insurgency. Therefore, the problem lies in the need for a detailed assessment of the military interventions in Maiduguri to ascertain their true impact on the fight against insurgency.

1.3 Objectives of the Study

  • To assess the effectiveness of military interventions in combating insurgency in Maiduguri Metropolitan Council, Borno State.

  • To evaluate the impact of military interventions on civilian populations and the broader socio-political landscape of Maiduguri.

1.5 Research Hypothesis

  • H₀: Military interventions have not significantly reduced insurgency in Maiduguri Metropolitan Council.

  • H₁: Military interventions have significantly reduced insurgency in Maiduguri Metropolitan Council.

  • H₂: Military interventions have had significant negative impacts on civilians in Maiduguri Metropolitan Council.

1.6 Significance of the Study
This study will contribute to the ongoing discourse on the effectiveness of military interventions in countering insurgency, specifically in Maiduguri Metropolitan Council, Borno State. By examining the outcomes of military operations, the study will provide valuable insights into the successes and limitations of these interventions. The findings will help inform future military strategies and policies related to counter-insurgency, emphasizing the need for a more holistic approach that considers the socio-political and humanitarian aspects of the conflict. For government and security agencies, the research will offer recommendations on how to improve military operations while minimizing civilian harm. Additionally, the study will be beneficial to policymakers in designing more integrated approaches to security that balance military action with community engagement and peacebuilding efforts.

1.7 Scope and Limitations of the Study
This study is limited to an assessment of military interventions in Maiduguri Metropolitan Council, Borno State, focusing on counter-insurgency operations conducted by the Nigerian military in the last five years. It does not cover other security efforts outside of the military’s involvement, nor does it include the broader context of the insurgency outside of Maiduguri. The study will primarily use secondary data from reports, military documents, and interviews with stakeholders. Limitations include potential challenges in accessing sensitive military information and the risk of bias in self-reported data from military personnel and civilians.

1.8 Operational Definition of Terms

  • Military Interventions: The deployment and use of military forces to combat insurgency and restore security in conflict zones.

  • Insurgency: A violent uprising or rebellion against established authority, typically carried out by non-state actors.

  • Counter-Insurgency: Military, political, and social measures taken to prevent and defeat insurgency, often involving a combination of military operations and civilian efforts.
