Chapter One: Introduction
1.1 Background of the Study
Peacebuilding initiatives are critical for fostering long-term stability and reducing the potential for conflict within local communities. In Wukari North Local Government Area (LGA) of Taraba State, the local government plays an integral role in facilitating peacebuilding efforts, particularly in the wake of inter-communal violence and ethnic conflicts that have plagued the region (Yakubu & Usman, 2024). The local government is often the first line of response in conflict resolution and peace promotion, engaging in dialogue, reconciliation, and development programs aimed at addressing the root causes of conflict, such as poverty, resource competition, and political marginalization (Baba & Abdullahi, 2025). Despite these efforts, there are concerns about the local government's capacity to effectively implement peacebuilding strategies, especially given the challenges posed by limited resources and the complexities of local dynamics (Musa & Kachalla, 2023). This study will investigate the role of local government in peacebuilding in Wukari North LGA, focusing on its participation in conflict resolution, community engagement, and the promotion of social cohesion (Ibrahim & Ali, 2024).
1.2 Statement of the Problem
Wukari North LGA has faced significant challenges related to ethnic and communal conflicts, which have affected peace and development in the region. While the local government has been involved in peacebuilding initiatives, its efforts have been hampered by a lack of adequate resources, political interference, and the complexity of ethnic dynamics in the area (Aminu & Tukur, 2024). Furthermore, there is a lack of effective coordination between the local government, security agencies, and community leaders, which has slowed the progress of peacebuilding efforts. This study aims to examine the extent of local government participation in peacebuilding initiatives, assess the effectiveness of these efforts, and identify the challenges that hinder successful peace promotion in Wukari North LGA.
1.3 Objectives of the Study
To assess the role of local government in promoting peacebuilding initiatives in Wukari North LGA.
To examine the effectiveness of local government strategies in resolving inter-communal conflicts and promoting social cohesion.
To identify the challenges faced by the local government in implementing peacebuilding programs in Wukari North LGA.

1.6 Significance of the Study
This study is significant because it will provide insights into the role of local government in promoting peacebuilding in conflict-prone regions. The findings will inform policymakers, security agencies, and peacebuilding organizations about the strategies that are most effective in fostering peace at the local level. The study will also highlight the challenges that local governments face in peacebuilding and offer recommendations for improving conflict resolution mechanisms in Wukari North LGA and similar regions.
1.7 Scope and Limitations of the Study
The study will focus on the local government’s role in promoting peacebuilding in Wukari North LGA, with particular emphasis on inter-communal conflicts and social cohesion. The research is limited by the availability of data on peacebuilding activities and the willingness of local government officials and community leaders to share information.
1.8 Operational Definition of Terms
Peacebuilding: Efforts to reduce the likelihood of conflict and promote long-term stability through reconciliation, dialogue, and development programs.
Local Government Participation: The involvement of local government authorities in planning, implementing, and supporting peacebuilding initiatives at the community level.
Inter-communal Conflict: Disputes or violence between different ethnic, religious, or social groups within a community.
