Chapter One: Introduction

1.1 Background of the Study

Local government leadership plays a crucial role in shaping public trust and fostering effective governance, particularly in regions with diverse socioeconomic challenges. In Gombe North Local Government Area (LGA) of Gombe State, leadership styles at the local government level are essential to determining the quality of public service delivery and the extent of citizen trust in government institutions. Leadership style, which refers to the approach taken by local government leaders in decision-making, communication, and the management of public resources, can significantly affect public perception and trust. Transformational leadership, for example, has been linked to positive outcomes such as improved service delivery, increased transparency, and enhanced public satisfaction (Aminu & Jibrin, 2024). Conversely, autocratic or ineffective leadership can lead to public dissatisfaction, lack of accountability, and reduced trust in local government authorities (Gambo & Adamu, 2023). In Gombe North LGA, where issues such as poverty, inadequate infrastructure, and security challenges prevail, understanding how leadership styles influence public trust is critical to improving governance and public administration. This study seeks to explore the relationship between local government leadership styles and public trust in Gombe North LGA, focusing on how different leadership approaches affect the citizens' perception of their local leaders' ability to serve their interests (Mohammed & Sani, 2025).

1.2 Statement of the Problem

Leadership in local government has a profound impact on citizens' trust and engagement with the government. In Gombe North LGA, there has been significant variation in leadership approaches, with some leaders being praised for their inclusive decision-making processes and transparency, while others have been criticized for their autocratic tendencies and poor governance. This disparity in leadership styles has led to fluctuations in public trust, with some segments of the population expressing dissatisfaction due to perceived inefficiency and lack of accountability. Despite the central role of leadership in determining public trust, little research has been done to examine the specific impact of leadership styles on citizens' trust in local governance in Gombe North LGA. This study seeks to fill this gap by evaluating how various leadership styles influence the level of public trust in the local government and how these perceptions affect the overall governance effectiveness in the region.

1.3 Objectives of the Study

  1. To examine the relationship between local government leadership styles and public trust in Gombe North LGA.

  2. To assess the impact of transformational leadership on public trust and satisfaction in Gombe North LGA.

  3. To identify the challenges faced by local government leaders in fostering public trust within the community.

1.4 Research Questions

1.5 Research Hypothesis

  1. Transformational leadership positively impacts public trust in the local government in Gombe North LGA.

  2. Autocratic leadership negatively affects public trust and satisfaction in Gombe North LGA.

  3. Public trust in local government in Gombe North LGA is influenced by transparency and accountability in leadership.

1.6 Significance of the Study

This study is significant because it will provide insights into the crucial relationship between local government leadership styles and public trust in Gombe North LGA. By evaluating the effect of various leadership approaches, the study will help local government officials, policymakers, and community leaders understand the dynamics of trust-building in governance. The findings could serve as a basis for improving leadership strategies at the local government level, thereby enhancing governance effectiveness, increasing public satisfaction, and strengthening democratic participation within the community.

1.7 Scope and Limitations of the Study

The study will focus on examining local government leadership styles and their effects on public trust within Gombe North LGA, Gombe State. The scope includes an analysis of different leadership approaches and their impact on the relationship between the local government and the public. The study will be limited to data collected from local government employees and citizens in Gombe North LGA, and challenges related to access to respondents and potential biases in self-reported data may affect the study's outcomes.

1.8 Operational Definition of Terms

  • Leadership Styles: The approach or method used by local government leaders in making decisions, managing resources, and interacting with citizens, including autocratic, democratic, and transformational styles.

  • Public Trust: The level of confidence that citizens have in the local government’s ability to act in their best interests, as reflected in their perceptions of transparency, accountability, and competence.

  • Local Government: The administrative body responsible for governance and the provision of services at the grassroots level, operating within a specific geographic area.
