Chapter One: Introduction
1.1 Background of the Study
Drug abuse has become a significant public health and social issue in many parts of Nigeria, including Gusau South Local Government Area (LGA) in Zamfara State. In recent years, the rise in drug addiction, particularly among the youth, has posed substantial challenges to community development, public safety, and health. Local governments, as key actors in governance, have a responsibility to design and implement strategies that combat the widespread issue of drug abuse. Grassroots approaches to tackling this problem have gained attention for their ability to engage local communities directly, raise awareness, provide counseling services, and support rehabilitation programs. These efforts often involve community leaders, schools, religious institutions, and local organizations in the process of education, prevention, and treatment of drug abuse. However, the success of these initiatives remains debatable, as the effectiveness of grassroots approaches is often influenced by local political dynamics, resource availability, and the level of community participation (Aliyu & Ibrahim, 2024). This study will explore grassroots approaches to combating drug abuse in Gusau South LGA, examining the role of local government, community organizations, and various stakeholders in tackling this pressing issue.
1.2 Statement of the Problem
Despite local government efforts and grassroots initiatives to reduce drug abuse in Gusau South LGA, the problem continues to persist. Many of these efforts lack the necessary coordination, adequate funding, and effective monitoring to create lasting change. The local government’s role in mobilizing community support and addressing the root causes of drug abuse has not been thoroughly examined, and understanding the factors that influence the success or failure of grassroots approaches is essential for improving intervention strategies.

1.6 Significance of the Study

The study will not cover national-level drug abuse policies or broader regional initiatives. Limitations include potential difficulties in obtaining reliable data on local drug abuse trends and the influence of informal community networks that may be hard to access.
1.8 Operational Definition of Terms
Grassroots Approaches: Community-driven strategies and interventions aimed at addressing local issues, typically involving collaboration between local government, community members, and local organizations.
Drug Abuse: The excessive and harmful use of substances, including illicit drugs and prescription medications, leading to addiction, health problems, and social issues.
Local Government Programs: Initiatives or projects implemented by local government authorities aimed at improving public health, education, and welfare, including efforts to combat drug abuse.
