Chapter One: Introduction

1.1 Background of the Study

Revenue allocation and expenditure management are key components in ensuring that local governments effectively carry out their responsibilities to the public. In Jos South Local Government Area (LGA) of Plateau State, local government revenue comes from various sources, including federal allocations, internal revenue generation, and other grants (Ogunleye & Abdullahi, 2024). The allocation and spending of these resources determine the effectiveness of local governments in providing essential services such as infrastructure, education, healthcare, and security. However, concerns about financial mismanagement, inefficient allocation of resources, and inadequate expenditure on critical sectors have been raised. This study aims to investigate how revenue is allocated and spent in Jos South LGA, exploring the patterns of expenditure and how these resources are utilized to meet the needs of the population.

1.2 Statement of the Problem

Despite the allocation of significant resources to Jos South LGA, challenges such as financial mismanagement, corruption, and inefficient use of funds continue to undermine the provision of essential services. This study seeks to investigate the patterns of revenue allocation and expenditure in Jos South LGA, identifying the effectiveness of current spending practices and any areas of concern that need addressing.

1.3 Objectives of the Study

  1. To examine the revenue allocation mechanisms in Jos South LGA.

  2. To assess the expenditure patterns of Jos South LGA and their alignment with local development priorities.

  3. To investigate the factors influencing revenue allocation and expenditure in Jos South LGA.

1.4 Research Questions

  1. How is revenue allocated to Jos South LGA, and what are the key sources?

  3. What factors influence the revenue allocation and expenditure decisions in Jos South LGA?

1.5 Research Hypothesis

  1. Revenue allocation to Jos South LGA is sufficient for the provision of essential services.

  3. Factors such as political influence and financial mismanagement significantly affect the allocation and expenditure of funds in Jos South LGA.

1.6 Significance of the Study

1.7 Scope and Limitations of the Study

The study will focus on revenue allocation and expenditure patterns in Jos South LGA, Plateau State. Limitations include challenges in accessing financial records and the possibility of incomplete data due to confidentiality issues within the local government.

1.8 Operational Definition of Terms

  • Revenue Allocation: The distribution of financial resources to local governments from various sources, including federal transfers and internal revenue generation.

  • Expenditure Patterns: The way in which a local government spends its allocated resources, including the prioritization of specific sectors such as education, healthcare, and infrastructure.

  • Financial Mismanagement: The improper or inefficient handling of public funds, which may include corruption, wasteful spending, or failure to align resources with public needs.
