Chapter One: Introduction

1.1 Background of the Study

Youth unemployment has become one of the most pressing social challenges in Nigeria, particularly in rural areas such as Damboa Local Government Area (LGA) in Borno State. The youth population in Nigeria constitutes a significant proportion of the overall population, but many young people face limited access to employment opportunities, resulting in high levels of poverty, social unrest, and economic stagnation (Jibril & Sani, 2024). In Damboa, the situation is exacerbated by security challenges, limited educational opportunities, and a lack of local industries. The local government has undertaken various interventions aimed at reducing youth unemployment, including vocational training programs, youth empowerment initiatives, and small-scale enterprise support. However, despite these efforts, the youth unemployment rate remains high, leading to concerns about the effectiveness of these interventions. This study aims to assess the challenges of youth unemployment in Damboa and evaluate the effectiveness of local government interventions in addressing this issue.

1.2 Statement of the Problem

Youth unemployment in Damboa LGA has become a significant concern, with many young people unable to secure meaningful employment due to a lack of skills, education, and opportunities. Despite various interventions by the local government to address this issue, including skills training and entrepreneurship programs, the problem persists. This study seeks to evaluate the challenges hindering the success of local government interventions and assess their effectiveness in reducing youth unemployment in Damboa.

1.3 Objectives of the Study

  1. To assess the extent of youth unemployment in Damboa LGA.

  2. To identify the challenges faced by local government interventions in reducing youth unemployment in Damboa.

  3. To evaluate the effectiveness of local government interventions in addressing youth unemployment in Damboa LGA.

1.4 Research Questions

  1. What is the extent of youth unemployment in Damboa LGA?

  2. What challenges hinder the effectiveness of local government interventions in addressing youth unemployment in Damboa?

  3. How effective have local government interventions been in reducing youth unemployment in Damboa LGA?

1.5 Research Hypothesis

  1. There is a significant relationship between local government interventions and the reduction of youth unemployment in Damboa LGA.

  2. Lack of educational opportunities and inadequate skill development programs significantly contribute to high youth unemployment in Damboa LGA.

  3. The effectiveness of local government interventions is significantly influenced by the level of local engagement and community support.

1.6 Significance of the Study

The findings of this study will provide insights into the challenges and limitations of local government interventions aimed at reducing youth unemployment. This will be useful for policymakers, local government officials, and youth-focused organizations to redesign and improve programs for greater impact. The study also contributes to the broader conversation on youth unemployment and local governance in Nigeria, offering practical solutions for addressing this persistent issue.

1.7 Scope and Limitations of the Study

This study focuses on youth unemployment and local government interventions in Damboa LGA, Borno State. It will examine the challenges faced by young people in accessing employment and assess the impact of local government initiatives. Limitations include the potential difficulty of obtaining accurate data on local government programs and youth participation in these programs, as well as challenges related to security concerns in the region.

1.8 Operational Definition of Terms

  • Youth Unemployment: The condition where individuals within the youth age group (typically 18-35 years) are actively seeking work but are unable to find employment.

  • Local Government Interventions: Programs and initiatives designed by local government authorities to address specific issues such as unemployment, education, and healthcare.

  • Vocational Training: Skill-based education programs aimed at equipping individuals with practical knowledge for specific trades or industries.
