Background of the Study
The trust that rural voters place in the electoral process is a significant factor in the success and legitimacy of elections. In Yola North Local Government Area (LGA), Adamawa State, the perception of the Independent National Electoral Commission (INEC) has fluctuated, with some rural voters expressing skepticism about the transparency and fairness of the electoral process (Bello & Adamu, 2023). This lack of trust can result in voter apathy, reduced voter turnout, and the weakening of the overall democratic process. INEC’s role is critical in ensuring free, fair, and credible elections, and rural voters, often facing challenges such as limited access to information, infrastructure, and voter education, are especially vulnerable to disenfranchisement (Ibrahim & Sanusi, 2024). Despite INEC’s efforts to improve voter registration and conduct public awareness campaigns, there remains a significant gap in the level of trust between urban and rural voters. This study will examine the factors that influence rural voters’ trust in INEC’s electoral process in Yola North, exploring how perceptions of the electoral body affect voter behavior and participation.

1.2 Statement of the Problem
Rural voters in Yola North LGA, as in many other parts of Nigeria, have been noted to express low levels of trust in the electoral process, especially with regard to the conduct of INEC. Factors such as perceived electoral fraud, inadequate infrastructure, and the exclusion of rural voters from the political process contribute to this distrust (Jibrin & Musa, 2025). This study will explore the reasons for rural voters' skepticism about INEC's role in ensuring free and fair elections, evaluating the implications for electoral participation and democratic legitimacy.

1.3 Objectives of the Study

  1. To assess the level of trust rural voters in Yola North LGA have in INEC’s electoral process.

  2. To examine the factors influencing rural voters’ trust in INEC in Yola North LGA.

  3. To evaluate the impact of rural voters’ trust in INEC on voter turnout and participation in elections.

1.4 Research Questions

  1. What is the level of trust rural voters in Yola North LGA have in INEC’s electoral process?

  2. What factors influence rural voters' trust in INEC’s electoral process in Yola North?

  3. How does rural voters’ trust in INEC affect their participation in the electoral process in Yola North LGA?

1.5 Research Hypothesis

  1. Rural voters in Yola North LGA have low levels of trust in INEC’s electoral process.

  2. Perceived electoral fraud and inadequate infrastructure negatively influence rural voters’ trust in INEC.

  3. Low trust in INEC among rural voters leads to lower voter turnout and participation in Yola North LGA.

1.6 Significance of the Study
This study is significant in addressing the gaps in understanding rural voters’ perceptions of INEC and its role in the electoral process. By focusing on Yola North LGA, the research will provide valuable insights into how trust in electoral bodies can impact democratic participation in rural areas. The findings will help guide INEC in developing more effective strategies for engaging rural voters and improving trust in the electoral process.

1.7 Scope and Limitations of the Study
The study will focus on rural voters in Yola North LGA, Adamawa State, and will examine the factors influencing their trust in INEC’s electoral process in the 2023 elections. It will not consider urban voters or voters in other local government areas. A limitation of the study is the potential for bias in self-reported data from rural voters who may not accurately reflect their true perceptions of INEC.

1.8 Operational Definition of Terms

  • Trust in Electoral Process: The level of confidence that voters have in the integrity, fairness, and transparency of the electoral system.

  • Rural Voters: Voters residing in non-urban areas with limited access to resources, information, and infrastructure related to the electoral process.

  • INEC (Independent National Electoral Commission): The body responsible for organizing and overseeing elections in Nigeria.
