Background of the Study
Ibaji Local Government Area (LGA) in Kogi State has been vulnerable to recurrent flooding, largely due to its geographical location along the Niger River. Floods have devastated communities, destroyed crops, and displaced families, making effective flood management a critical concern. However, the management of flood risks in Ibaji LGA has been influenced by several geopolitical factors, including rivalries between local and state political groups, inter-communal tensions, and the allocation of state resources. These rivalries have sometimes impeded coordinated flood management efforts, leading to ineffective interventions. Geopolitical dynamics—shaped by political allegiances, power struggles, and local governance priorities—can hinder the development and implementation of effective flood management strategies, especially in flood-prone regions like Ibaji (Olaniyi & Adebayo, 2024). This study explores how geopolitical rivalries impact flood management in Ibaji LGA, with a focus on the ways in which political competition influences decision-making and resource allocation.
1.2 Statement of the Problem
Ibaji LGA has faced significant challenges in managing flooding, particularly due to the political and resource-based rivalries within the region. These rivalries have often resulted in delayed responses, inefficiencies in resource distribution, and inadequate flood mitigation measures. Despite the urgent need for an integrated flood management strategy, the ongoing geopolitical rivalries hinder collaborative efforts between local, state, and federal agencies. This study seeks to examine how these rivalries have affected flood management in Ibaji LGA.

The findings could inform policy recommendations for more coordinated and effective flood management strategies, benefiting both local governments and communities vulnerable to flooding (Olaniyi & Adebayo, 2024).
1.7 Scope and Limitations of the Study
The study will focus on the impact of geopolitical rivalries on flood management in Ibaji LGA, Kogi State. Limitations include potential difficulties in gathering sensitive political information due to the involvement of local politicians and limited access to flood management data from governmental bodies.
