Chapter One: Introduction
1.1 Background of the Study
Child labor is a pervasive issue in many regions of Nigeria, with millions of children engaged in work that deprives them of education, safety, and their childhood (Nwachukwu & Okonkwo, 2023). In Damaturu, Yobe State, child labor remains a significant problem due to poverty, cultural practices, and the lack of effective enforcement of legal protections (Baba & Tanimu, 2023). Despite constitutional provisions that safeguard children's rights and prohibit child labor, enforcement remains weak in many areas. This study seeks to examine the constitutional provisions related to child labor and assess their implementation and effectiveness in eradicating child labor in Damaturu LGA, Yobe State.
1.2 Statement of the Problem
Although Nigeria's constitution guarantees the protection of children's rights, including the eradication of child labor, child exploitation persists in Damaturu due to inadequate legal enforcement, cultural attitudes, and socio-economic factors (Akinwale & Ismaila, 2023). This study will explore the challenges of implementing constitutional safeguards against child labor in the region and propose measures for effective intervention.
1.3 Objectives of the Study
To assess the effectiveness of constitutional provisions in eradicating child labor in Damaturu LGA.
To evaluate the role of governmental and non-governmental agencies in combating child labor in Damaturu LGA.
To recommend strategies for improving the implementation of constitutional provisions against child labor in Damaturu LGA.
1.4 Research Questions
How effective are the constitutional provisions for eradicating child labor in Damaturu LGA?
What barriers hinder the enforcement of constitutional safeguards against child labor in Damaturu LGA?
What measures can be taken to improve the implementation of constitutional law to eliminate child labor in Damaturu LGA?
1.5 Research Hypothesis
H₁: Constitutional provisions on child labor have not been effectively implemented in Damaturu LGA, leading to continued exploitation of children.
H₂: Socio-economic factors and cultural practices contribute significantly to the persistence of child labor in Damaturu LGA.
H₃: Strengthening legal enforcement and increasing public awareness will significantly reduce child labor in Damaturu LGA.
1.6 Significance of the Study
The study is significant because it will provide insights into the effectiveness of constitutional provisions in combating child labor in a rural context. The findings will be useful to policymakers, child rights advocates, and local authorities in their efforts to eliminate child labor.
1.7 Scope and Limitations of the Study
This study will focus on Damaturu LGA in Yobe State, assessing the implementation of constitutional provisions on child labor. Limitations include challenges in accessing data from informal sectors and cultural resistance to changing child labor practices.
1.8 Operational Definition of Terms
Child Labor: Work that deprives children of their childhood, education, and potential, typically involving hazardous tasks.
Constitutional Provisions: Legal safeguards and rights embedded in the Nigerian Constitution aimed at protecting children from exploitation.
