Chapter One: Introduction
1.1 Background of the Study
Political decentralization is a process in which decision-making powers, resources, and responsibilities are transferred from central governments to local governments. This process is often seen as a tool for improving governance and service delivery, including in sectors such as education. In Jalingo Local Government Area, Taraba State, the decentralization of political power has been implemented to enhance local governance, with the belief that localized decision-making can address educational challenges more effectively (Abubakar & Umar, 2023). Education, being a fundamental part of community development, is expected to benefit significantly from this model through better allocation of resources, more localized policies, and improved monitoring of schools.
However, the impact of political decentralization on educational outcomes is a subject of ongoing debate, as its success depends on factors like local governance capacity, accountability, and the effective use of devolved resources. Jalingo LGA has experienced both successes and challenges since the introduction of decentralization, and this study aims to examine the relationship between political decentralization and education outcomes in the region.
1.2 Statement of the Problem
Despite the benefits expected from decentralization, educational outcomes in Jalingo LGA have not significantly improved, with challenges such as poor infrastructure, teacher shortages, and low enrollment rates still prevalent. This raises the question of whether political decentralization has had the intended effect on education. This study will investigate the role of decentralization in improving education outcomes and identify the factors that have hindered its success.

Limitations include potential biases in responses from local education officials and challenges in measuring the direct impact of decentralization on specific educational outcomes.
