Chapter One: Introduction

1.1 Background of the Study
Internally displaced persons (IDPs) are individuals who have been forced to flee their homes due to conflict, natural disasters, or other factors but remain within the borders of their own country. The Nigerian Constitution guarantees the protection of citizens' welfare, including the right to safe living conditions (Tijjani & Bello, 2023). However, the country’s ongoing conflict, particularly in regions like Damaturu LGA, Yobe State, has led to a significant number of internally displaced persons, raising concerns about the implementation of constitutional provisions meant to safeguard their welfare. This study will investigate the constitutional provisions aimed at addressing the welfare of IDPs, focusing on their application in Damaturu LGA.

1.2 Statement of the Problem
While the Nigerian Constitution provides for the welfare of all citizens, internally displaced persons in Damaturu LGA continue to face challenges such as inadequate shelter, poor healthcare, and limited access to education and social services. This study will examine the extent to which constitutional provisions for the welfare of IDPs have been implemented in Damaturu, identifying the gaps in legal and humanitarian support.

1.3 Objectives of the Study

  • To assess the implementation of constitutional provisions for the welfare of IDPs in Damaturu LGA.

  • To identify the challenges faced by IDPs in accessing their constitutional rights in Damaturu.

  • To recommend solutions for improving the welfare of IDPs in Damaturu LGA.

1.4 Research Questions

  • How effectively are constitutional provisions for the welfare of IDPs implemented in Damaturu LGA?

  • What challenges do IDPs in Damaturu face in accessing their constitutional rights?

  • What measures can be taken to improve the welfare of IDPs in Damaturu LGA?

1.5 Research Hypothesis

  • H₁: Constitutional provisions for the welfare of IDPs are inadequately implemented in Damaturu LGA due to limited resources and infrastructure.

  • H₂: The lack of coordination between government agencies and humanitarian organizations exacerbates the challenges faced by IDPs in Damaturu.

  • H₃: Strengthening inter-agency coordination and increasing funding for IDP welfare programs can improve their living conditions in Damaturu LGA.

1.6 Significance of the Study
This study will provide insights into the challenges faced by IDPs in Nigeria and assess the effectiveness of constitutional provisions in ensuring their welfare. It will contribute to policy discussions on improving IDP protection and support, with practical recommendations for enhancing the implementation of constitutional provisions.

1.7 Scope and Limitations of the Study
The study will focus on Damaturu LGA, Yobe State, and will assess the welfare of IDPs in the region. Limitations include challenges in accessing data from IDPs and local authorities, as well as the unpredictable security situation in the area.

1.8 Operational Definition of Terms

  • Internally Displaced Persons (IDPs): Individuals who have been forced to flee their homes but remain within the borders of their own country due to conflict or disaster.

  • Constitutional Provisions: Legal provisions outlined in the Nigerian Constitution designed to protect citizens' welfare, including that of IDPs.

  • Welfare: The overall well-being of individuals, including access to shelter, healthcare, education, and basic social services.
