Chapter One: Introduction

1.1 Background of the Study
Internally displaced persons (IDPs) represent a significant humanitarian concern in Nigeria, especially in conflict-prone regions such as Borno State. Bama Local Government Area (LGA), located in northeastern Nigeria, has experienced large-scale displacement due to ongoing insurgency activities by Boko Haram and other insurgent groups. The geopolitical landscape of Bama, marked by complex local and regional power dynamics, has posed significant challenges to housing provision for IDPs. While national and international organizations provide aid, the role of local and state governments, as well as regional geopolitical considerations, plays a crucial role in shaping housing policies and solutions for displaced persons (Aminu & Yusuf, 2024).

The provision of housing for IDPs in Bama LGA is influenced by a range of geopolitical factors, including local governance, security concerns, and the coordination between federal and state agencies. Despite international support, local governance in Bama has struggled to implement effective and sustainable housing solutions due to political instability, inadequate infrastructure, and the complexity of managing IDP camps amidst a volatile security situation (Ahmed & Suleiman, 2023). This study explores the geopolitical challenges that affect the provision of adequate housing for IDPs, with a focus on how regional and local political factors shape these efforts.

1.2 Statement of the Problem
Housing provision for IDPs in Bama LGA has been inadequate, primarily due to geopolitical challenges such as poor coordination between local, state, and federal authorities, as well as ongoing security threats. This study seeks to assess how these challenges impact the effectiveness of housing interventions for displaced persons in the area.

1.3 Objectives of the Study

  1. To examine the geopolitical challenges affecting housing provision for IDPs in Bama LGA.
  2. To evaluate the role of local governance and regional political dynamics in housing provision for IDPs.
  3. To propose strategies for improving housing solutions for IDPs in Bama LGA.

1.4 Research Questions

1.5 Research Hypothesis

  1. Geopolitical factors significantly hinder the provision of adequate housing for IDPs in Bama LGA.
  2. Local governance and regional political dynamics have a major impact on the success of housing provision for IDPs in Bama LGA.
  3. Effective coordination between local, state, and federal authorities can improve housing provision for IDPs in Bama LGA.

1.6 Significance of the Study
This study is significant as it contributes to understanding the geopolitical factors that complicate housing provision for IDPs in Bama LGA, a region severely affected by insurgency. The findings will inform both local and national policy responses to displacement, providing recommendations for improving housing solutions in Bama and similar regions. This research also aims to influence humanitarian aid organizations and international bodies in their collaboration with local governments to address the needs of displaced populations more effectively.

1.7 Scope and Limitations of the Study
The study is focused on Bama LGA in Borno State and examines the geopolitical challenges specific to housing provision for IDPs. Limitations include access restrictions due to security concerns and potential biases in data collection due to the sensitive nature of the displacement crisis.

1.8 Operational Definition of Terms

  • Internally Displaced Persons (IDPs): Individuals or groups who have been forced to flee their homes due to conflict or natural disasters but remain within the borders of their country.
  • Geopolitical Challenges: Political, social, and economic factors that shape decision-making and governance, particularly in conflict-affected areas.
  • Housing Provision: The act of providing adequate and sustainable shelter for displaced persons, often facilitated by government agencies, humanitarian organizations, and local communities.
