​​​​​​​Background to the Study

Crime is a pervasive problem that may be seen to have deeply ingrained itself into the fabric of every civilization. It's a popular term, yet depending on who you ask or how you choose to interpret it, it might mean something completely different to different people (Abrahamson, 2022). They made the observation that because every society has its own rules or norms designed to control the behavior of its members, the study of crime according to the behavioral school of thought is the study of those activities that violate socially prescribed standards, regardless of whether or not it breaks some criminal law. This is because the behavioral school of thought believes that every society has its own rules or norms designed to control the behavior of its members(Agnew , 2022).

According to Paul Tatpan's definition from 1960, a crime is "any intentional act or omission, in violation of criminal law (statutory and case law), committed without defense or justification and sanctioned by the state, as a felony or simple offense." Tatpan defines criminal law as "statutory and case law." It is clearly obvious that criminal acts have a detrimental influence not just on society and the community as a whole, but most importantly on the victims, who are the ones against whom such crimes are committed(Agnew,2021). These criminal acts include but are not limited to the following: homicide, rape, arson, burglary, gambling, robbery, embezzlement, assault, and prostitution are just few examples. It is important to recognize that people have the want to feel secure in their homes, places of employment, communities, and any other setting in which they could find themselves. In order to satiate this need, criminal actions are reported to the relevant authorities, which were founded in order to protect the lives and property of the population. Because of this, the system of criminal justice was established to deal with the crimes that were reported to them(Akers , 2020).

It is impossible to say that the number of crimes recorded has successfully lowered the overall amount of criminal activity, which has caused people to lose trust in the Criminal Justice System (CJS). When heinous crimes are ignored and given such a low degree of priority, many people and organizations all at the same time will cry about the unfairness that they have been subjected to as a result. It is thus possible to draw the conclusion that the most significant contributor to the loss of confidence shown by individuals, organizations, and corporate entities is the perception of inefficiency displayed by the so-called proper authorities. [Alemika ,2019].
