Background of the Study
Electoral apathy is a growing challenge in many democracies, including Nigeria, where voter turnout remains low in many elections. Despite the constitutional guarantees of citizens' rights to participate in elections and the right to vote, electoral apathy continues to be a pressing issue, particularly in regions like Maiduguri Metropolitan Local Government Area in Borno State. The Nigerian Constitution provides mechanisms to ensure free, fair, and inclusive elections, but voter disengagement remains widespread (Alhaji & Umar, 2024).
In Maiduguri, the impact of electoral violence, political instability, and poor voter education has contributed to a lack of trust in the electoral process. Despite constitutional provisions aimed at increasing public participation and confidence in the political process, low voter turnout persists, and many citizens continue to show little interest in elections (Muhammed & Ahmed, 2023). This study explores how constitutional law can mitigate electoral apathy and increase voter engagement in Maiduguri by examining the root causes and constitutional remedies to enhance electoral participation.
1.2 Statement of the Problem
Despite constitutional guarantees for free and fair elections and voter participation, electoral apathy remains a major issue in Maiduguri. The electoral process is plagued by violence, instability, and lack of trust in political institutions, leading to low voter turnout. This study investigates the role of constitutional law in addressing electoral apathy and increasing voter participation in Maiduguri LGA.

1.5 Research Hypotheses
H₀: Constitutional law does not significantly reduce electoral apathy in Maiduguri LGA.
H₁: Electoral violence, political instability, and poor voter education contribute to electoral apathy in Maiduguri LGA.
H₂: Strengthening electoral laws and voter education will enhance voter participation and reduce electoral apathy in Maiduguri LGA.
1.6 Significance of the Study
This study will provide a deeper understanding of the relationship between constitutional law and electoral participation, offering insights into the role of constitutional reforms in addressing electoral apathy. The findings will contribute to strategies aimed at enhancing public confidence in the electoral process and increasing voter turnout in Nigeria.
1.7 Scope and Limitations of the Study
The study is focused on Maiduguri Metropolitan Local Government Area, Borno State, and investigates the role of constitutional law in addressing electoral apathy at the local government level.
