Chapter One: Introduction

1.1 Background of the Study

Cross-border smuggling is a persistent issue in many border regions of Nigeria, including Jibia Local Government Area (LGA) in Katsina State. The proximity of Jibia to neighboring Niger has facilitated the movement of goods across the border, often outside official trade channels. While smuggling can provide economic benefits in the short term, such as cheaper goods and increased trade activity, it also undermines the formal economy, evades taxes, and poses significant challenges to revenue generation for local and national governments.

Smuggling activities often involve the illegal movement of agricultural products, fuel, and other goods that would normally be subject to taxes and tariffs. The impact of smuggling on local revenue generation is profound, as it reduces the amount of tax collected from legitimate businesses and hampers economic planning. This study aims to evaluate the extent of cross-border smuggling in Jibia and assess its impact on local and national revenue generation efforts (Abubakar & Bello, 2023).

1.2 Statement of the Problem

Although cross-border smuggling is a common practice in Jibia, the extent to which it affects revenue generation has not been comprehensively studied. Smuggling disrupts legitimate trade, results in lost tax revenue, and can lead to the proliferation of counterfeit goods, undermining local businesses. This study seeks to evaluate the effects of smuggling on revenue generation in Jibia and propose measures to mitigate its negative impact.

1.3 Objectives of the Study

  1. To assess the extent of cross-border smuggling in Jibia Local Government Area.

  2. To evaluate the impact of smuggling on revenue generation at both local and national levels.

  3. To propose recommendations for reducing cross-border smuggling and enhancing revenue collection in Jibia.

1.4 Research Questions

  1. What is the extent of cross-border smuggling in Jibia?

  2. How does smuggling affect local and national revenue generation efforts?

  3. What measures can be implemented to reduce smuggling and increase revenue generation in Jibia?

1.5 Research Hypotheses

  1. Cross-border smuggling significantly reduces revenue generation in Jibia LGA.

  2. Smuggling activities lead to the loss of revenue for both local and national governments.

  3. Effective border control measures will reduce the extent of smuggling and increase local revenue generation in Jibia.

1.6 Significance of the Study

This study is significant as it sheds light on the impact of cross-border smuggling on revenue generation in Jibia. By understanding the scope of smuggling activities and their effects on revenue, policymakers can develop more effective border control and tax collection strategies. The findings will contribute to discussions on how to improve customs enforcement and reduce the negative impacts of smuggling on the formal economy.

1.7 Scope and Limitations of the Study

The study focuses on Jibia LGA in Katsina State and will evaluate the effects of cross-border smuggling on local and national revenue generation. Limitations include the difficulty in obtaining data on illegal activities and the challenge of assessing the full economic impact of smuggling.

1.8 Operational Definition of Terms

  • Cross-Border Smuggling: The illegal movement of goods across national borders without proper documentation or payment of tariffs and taxes.

  • Revenue Generation: The process of collecting taxes, duties, and other financial contributions from businesses and individuals to fund government expenditures.

  • Tax Evasion: The illegal act of intentionally avoiding paying taxes through dishonest means, often by underreporting income or inflating expenses.
