Background of the Study
Urban planning policies are critical in shaping the growth and development of cities by providing a framework for land use, infrastructure development, housing, and environmental sustainability. In Nigeria, urban planning policies aim to regulate land use, promote sustainable development, and ensure efficient use of resources in rapidly growing urban centers (Muhammad & Adewale, 2023). Gombe State, which is located in northeastern Nigeria, has witnessed significant urban expansion due to population growth, migration, and economic development. However, Gombe has faced challenges in aligning urban planning policies with the needs of the real estate sector.

The effectiveness of urban planning policies in Gombe State has been hindered by factors such as poor enforcement of regulations, lack of coordination among planning authorities, and inadequate infrastructure development (Abdullahi & Mustapha, 2024). These challenges have led to haphazard urban growth, unregulated land use, and the proliferation of informal settlements. The real estate development sector, which plays a crucial role in the economic development of the state, has also been negatively affected by the gaps in urban planning policies. Developers face difficulties in obtaining permits, navigating zoning laws, and complying with planning standards, which ultimately impacts the pace and quality of development.

This study will evaluate the urban planning policies in Gombe State and their impact on real estate development, with the aim of identifying areas for improvement in policy implementation and suggesting strategies for sustainable urban growth.

Statement of the Problem
Urban planning policies in Gombe State have not been effectively implemented to meet the growing demands of real estate development. The lack of a cohesive and enforceable urban planning framework has resulted in challenges such as inadequate infrastructure, informal settlements, and inefficient land use. These issues have slowed down real estate development in Gombe State and hindered economic growth. This study seeks to assess the impact of urban planning policies on real estate development and recommend strategies for improving the implementation of these policies in the state.

Objectives of the Study

  1. To evaluate the impact of urban planning policies on real estate development in Gombe State.
  2. To examine the challenges faced by real estate developers in complying with urban planning regulations in Gombe State.
  3. To recommend strategies for improving urban planning policies to promote real estate development in Gombe State.

Research Questions

  1. How do urban planning policies impact real estate development in Gombe State?
  2. What are the challenges faced by real estate developers in adhering to urban planning policies in Gombe State?
  3. What strategies can be implemented to improve urban planning policies for real estate development in Gombe State?

Research Hypotheses

  1. Urban planning policies in Gombe State have a significant positive impact on real estate development.
  2. Ineffective enforcement of urban planning regulations hinders real estate development in Gombe State.
  3. Improving urban planning policies will facilitate sustainable real estate development in Gombe State.

Scope and Limitations of the Study
This study will focus on the impact of urban planning policies on real estate development in Gombe State, specifically in Gombe city. The research will consider both residential and commercial development projects. Limitations include the availability of comprehensive data on real estate projects and the challenge of obtaining accurate information from developers and planning authorities.
