Background of the Study
Nigeria’s National Housing Policy (NHP), established to address the country’s housing deficits, provides a framework for sustainable housing development and aims to ensure affordable housing for all citizens (Adeleke & Oloyede, 2023). The policy focuses on improving housing quality, expanding housing supply, promoting private-sector involvement, and enhancing access to financing (Akinmoladun & Ojo, 2024). Despite the NHP’s ambitious objectives, the country continues to face a severe housing shortage, particularly in urban areas such as Kaduna State, where rapid urbanization, population growth, and economic challenges exacerbate the housing deficit (Ogunyemi & Adewole, 2023).
Kaduna State, with its strategic location and growing urban population, faces significant housing challenges. While the National Housing Policy aims to provide solutions to these challenges, the effectiveness of its implementation at the state level remains a critical issue. The state’s housing sector is marked by slow infrastructure development, high construction costs, and limited access to affordable housing for low- and middle-income earners. The policy's ability to address these issues through adequate implementation and alignment with local realities remains largely unassessed. This study will explore the extent to which the NHP has been effectively implemented in Kaduna State, identify the challenges faced during implementation, and assess the policy's impact on housing provision.
Statement of the Problem
The implementation of Nigeria's National Housing Policy in Kaduna State has faced numerous challenges, including inadequate funding, ineffective coordination among stakeholders, and a lack of alignment between the policy's objectives and local needs (Akinmoladun & Ojo, 2024). These challenges have hindered the state's ability to tackle its growing housing deficit and provide affordable housing for its residents. While the policy has been instrumental in setting broad goals, its success in Kaduna State is uncertain. The lack of comprehensive assessments on the policy’s effectiveness in addressing housing issues in the state underscores the need for this research.
Objectives of the Study
1. To assess the implementation of Nigeria’s National Housing Policy in Kaduna State.
2. To identify the challenges hindering the effective execution of the National Housing Policy in Kaduna State.
3. To evaluate the effectiveness of the National Housing Policy in addressing the housing needs of residents in Kaduna State.

Research Hypotheses
1. Nigeria’s National Housing Policy has not been fully implemented in Kaduna State due to inadequate funding and coordination.
2. The implementation of the National Housing Policy in Kaduna State has been hindered by local regulatory and infrastructural challenges.
3. Nigeria’s National Housing Policy has made limited progress in reducing the housing deficit in Kaduna State.
Scope and Limitations of the Study
This study will focus on the implementation and effectiveness of Nigeria’s National Housing Policy in Kaduna State, analyzing the challenges faced and the impact on housing supply. Limitations include the difficulty of obtaining data from government agencies involved in housing policy implementation and the potential reluctance of stakeholders to disclose challenges in policy execution.

• National Housing Policy (NHP): A government policy designed to address the housing needs of the population through sustainable development, affordability, and accessibility (Akinmoladun & Ojo, 2024).
• Housing Deficit: The gap between the supply of housing and the demand for housing, often characterized by inadequate or substandard housing for the population (Adeleke & Oloyede, 2023).
• Affordable Housing: Housing that is within the financial reach of low- and middle-income households, often supported through government policy initiatives or subsidies (Ogunyemi & Adewole, 2023).
