Background of the Study
Nigeria’s National Housing Policy (NHP) was formulated to address the growing demand for affordable housing across the country, focusing on creating a sustainable housing system for the Nigerian population. The policy, introduced in 1991 and revised over the years, aims to ensure that adequate housing is available for all citizens, particularly the low-income groups. The NHP emphasizes the importance of public-private partnerships, affordable financing options, and the efficient use of land in achieving its goals (Ibrahim & Ogunleye, 2023).
Kaduna State, located in the north-western region of Nigeria, faces significant challenges in housing development. With a rapidly growing population, urbanization, and the increased influx of migrants, the demand for affordable housing in Kaduna has risen substantially. The implementation of the National Housing Policy is expected to address these challenges by promoting housing delivery mechanisms that ensure access to decent and affordable accommodation for the citizens of the state (Aminu, 2024). The state government has worked alongside the federal government to implement initiatives related to the NHP, yet questions remain regarding the policy's effectiveness in meeting the specific housing needs of Kaduna's diverse population.
Despite the various housing programs in place, Kaduna State continues to experience housing shortages, particularly among low-income earners. This is attributed to challenges such as inadequate funding, inefficient land administration, and the high cost of building materials. These issues have hindered the full realization of the objectives set forth by the National Housing Policy. Thus, there is a need to critically assess how well the policy has been implemented in Kaduna State, identify the challenges faced, and propose recommendations for enhancing its effectiveness in achieving its housing goals.
Statement of the Problem
The National Housing Policy in Nigeria was developed to address the housing deficit in the country, but its implementation in Kaduna State has been met with several challenges. Despite ongoing efforts by the federal and state governments, a substantial portion of the population, particularly the low-income earners, continues to experience difficulties in accessing affordable and adequate housing. The effectiveness of the policy in addressing these issues in Kaduna State remains unclear. This study, therefore, seeks to assess the implementation of the National Housing Policy in Kaduna State, evaluate its successes and shortcomings, and determine the factors influencing its effectiveness in the state.

Scope and Limitations of the Study
The study will focus on the implementation of Nigeria’s National Housing Policy in Kaduna State, with a particular emphasis on affordable housing programs and initiatives. It will evaluate the effectiveness of these programs in meeting the needs of different demographic groups in the state. However, the study may be limited by the availability of comprehensive data on housing projects and the willingness of government officials to provide detailed information regarding the policy's implementation. Additionally, the study will not cover housing policies in other states.
