Background of the Study
Cultural preservation is an essential aspect of sustainable tourism, as it helps maintain a region's unique heritage and ensures that future generations can continue to enjoy it. Kebbi State, located in the northwestern region of Nigeria, is rich in cultural traditions, including arts, music, dance, festivals, and historical landmarks. However, these cultural assets are often at risk of degradation due to urbanization, modernization, and environmental factors. In response to this, cultural preservation policies have been implemented at local, regional, and national levels to safeguard Nigeria's cultural heritage, promote tourism, and support the growth of the economy.

Cultural preservation plays a significant role in tourism development by attracting visitors who seek authentic cultural experiences. By preserving and promoting cultural heritage, Kebbi State can enhance its tourism offerings, draw tourists interested in learning about local traditions, and create opportunities for community involvement and economic development. This study aims to investigate how cultural preservation policies have impacted tourism in Kebbi State, examining the effectiveness of these policies in promoting tourism, protecting cultural heritage, and stimulating local economies.

Statement of the Problem
Despite the rich cultural heritage in Kebbi State, the preservation of cultural traditions and historical sites has faced challenges, including neglect, inadequate funding, and insufficient policy implementation. The lack of effective cultural preservation strategies may hinder the state's ability to attract tourists who are interested in authentic cultural experiences. Additionally, without strong policies in place, the loss of cultural heritage could result in a reduction in tourism interest. This study aims to evaluate the role of cultural preservation policies in enhancing tourism in Kebbi State and provide recommendations for improving the preservation of cultural assets.

Objectives of the Study

1. To assess the effectiveness of cultural preservation policies in promoting tourism in Kebbi State.

2. To identify the key cultural assets in Kebbi State that attract tourists.

3. To propose strategies for strengthening cultural preservation policies to enhance tourism in Kebbi State.

Research Questions

1. How effective are cultural preservation policies in enhancing tourism in Kebbi State?

2. What cultural assets in Kebbi State are most attractive to tourists?

3. What measures can be implemented to improve cultural preservation and tourism in Kebbi State?

Research Hypotheses

1. Cultural preservation policies significantly contribute to the enhancement of tourism in Kebbi State.

2. Tourists are more likely to visit Kebbi State due to its cultural heritage and preservation efforts.

3. Strengthening cultural preservation policies will lead to increased tourism revenue and sustainable development in Kebbi State.

Scope and Limitations of the Study
This study will focus on the cultural preservation policies and practices in Kebbi State, particularly those related to tourism. It will include a review of government policies, local cultural assets, and the impact of preservation on tourism. Limitations may include the availability of data on cultural tourism and potential biases in tourist feedback.

• Cultural Preservation: The protection and maintenance of cultural traditions, practices, and physical heritage, such as monuments, festivals, and local crafts.

• Tourism Enhancement: The process of improving a region's appeal to tourists through better services, infrastructure, and promotion of cultural assets.

• Cultural Heritage: The legacy of physical artifacts, traditions, and practices that are inherited from previous generations and passed down through time.
