Chapter One: Introduction

1.1 Background of the Study

Civil society organizations (CSOs) have emerged as critical actors in shaping public policy, particularly in sectors such as healthcare. In Gombe Local Government, Gombe State, healthcare delivery faces challenges such as inadequate infrastructure, poor funding, and limited access to quality medical services (Abubakar & Lawal, 2023). CSOs have played a significant role in addressing these challenges by advocating for better healthcare policies, mobilizing resources, and providing health services to underserved populations. These organizations often act as intermediaries between the government and communities, ensuring that healthcare policies are responsive to the needs of the people (Isa & Yusuf, 2025).

Despite their efforts, the extent to which CSOs influence healthcare policy in Gombe remains under-researched. This study investigates the role of CSOs in shaping healthcare policy in Gombe Local Government, examining their strategies, impact, and the challenges they face in advocating for improved healthcare delivery.

1.2 Statement of the Problem

Healthcare in Gombe Local Government continues to face significant challenges despite the active presence of CSOs. While these organizations have contributed to healthcare delivery, their influence on policy formulation and implementation remains unclear (Bello & Usman, 2024). This study seeks to understand how CSOs shape healthcare policy and the barriers they encounter in their advocacy efforts.

1.3 Objectives of the Study

1. To examine the role of CSOs in advocating for healthcare policy reforms in Gombe Local Government.

2. To assess the impact of CSO activities on healthcare delivery in Gombe.

3. To identify the challenges faced by CSOs in influencing healthcare policy.

1.4 Research Questions

1. What role do CSOs play in advocating for healthcare policy reforms in Gombe Local Government?

2. How have CSO activities impacted healthcare delivery in Gombe?

3. What challenges do CSOs face in influencing healthcare policy?

1.5 Research Hypothesis

1. CSOs play a significant role in advocating for healthcare policy reforms in Gombe Local Government.

2. The activities of CSOs have positively impacted healthcare delivery in Gombe.

3. Limited funding and government resistance are major challenges faced by CSOs in influencing healthcare policy.

1.6 Significance of the Study

This study is significant as it highlights the contributions of CSOs to healthcare policy and delivery in Gombe Local Government. By examining their role, the study provides insights into how CSOs can effectively collaborate with the government to improve healthcare services. The findings will also inform policymakers and development practitioners on strategies to strengthen the role of CSOs in healthcare policy advocacy.

1.7 Scope and Limitations of the Study

The study focuses on Gombe Local Government, Gombe State, and examines the role of CSOs in shaping healthcare policy. It is limited to evaluating their advocacy efforts, impact, and challenges in the local context.

1.8 Operational Definition of Terms

• Civil Society Organizations (CSOs): Non-governmental organizations and advocacy groups that work to influence public policy and provide services to communities.

• Healthcare Policy: Plans and decisions made by the government or organizations to achieve specific healthcare goals.

• Advocacy: The process of influencing decisions and policies to bring about social change.
