Background of the Study

The elderly population in Nigeria faces significant socio-economic challenges, including poverty, lack of healthcare, and insufficient social support systems. Chanchaga Local Government in Niger State is no exception, with many older citizens facing marginalization and inadequate access to essential services. In response, the Nigerian government has developed social welfare policies aimed at improving the lives of the elderly, such as pension schemes, healthcare subsidies, and social inclusion programs. These policies are intended to provide financial security, access to health services, and social engagement opportunities for senior citizens. However, the effectiveness of these policies in addressing the specific needs of the elderly in Chanchaga Local Government remains unclear (Akinleye & Murtala, 2023). This study will evaluate the impact of social welfare policies on the elderly population in Chanchaga, focusing on their accessibility, implementation, and outcomes.

1.2 Statement of the Problem

Despite the implementation of social welfare policies designed to improve the well-being of the elderly, there are ongoing challenges related to their accessibility, adequacy, and impact in Chanchaga Local Government. Issues such as bureaucratic inefficiencies, lack of awareness about available programs, and the underfunding of welfare schemes have hindered the ability of elderly citizens to fully benefit from these policies (Yusuf & Ahmed, 2024). This study seeks to appraise the effectiveness of these policies in addressing the needs of the elderly population in Chanchaga.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of social welfare policies for the elderly in Chanchaga Local Government.

  2. To assess the level of awareness and access to these policies among elderly residents.

  3. To identify challenges in the implementation of social welfare policies for the elderly in Chanchaga and propose recommendations for improvement.

1.4 Research Questions

  1. How effective have social welfare policies been in improving the well-being of the elderly in Chanchaga Local Government?

  2. To what extent are elderly citizens aware of and able to access social welfare programs in Chanchaga?

  3. What challenges hinder the successful implementation of social welfare policies for the elderly in Chanchaga?

1.5 Research Hypotheses

  1. Social welfare policies have had a significant positive impact on the well-being of the elderly in Chanchaga Local Government.

  2. Awareness and access to social welfare policies among the elderly in Chanchaga are limited.

  3. Implementation challenges, including funding and bureaucratic inefficiencies, have reduced the effectiveness of social welfare policies for the elderly in Chanchaga.

1.6 Significance of the Study

This study will provide critical insights into the effectiveness of social welfare policies for the elderly in Chanchaga, Niger State. The findings will inform policy improvements and enhance the design of future social programs to better serve the elderly population in Nigeria, particularly in rural areas.

1.7 Scope and Limitations of the Study

The study will focus on Chanchaga Local Government in Niger State and will assess the impact of social welfare policies specifically designed for the elderly. Limitations include challenges in obtaining detailed data from local government agencies and the elderly population, as well as potential biases from participants who may not have access to welfare programs.

1.8 Operational Definition of Terms

  • Social Welfare Policies: Government programs and initiatives designed to support vulnerable populations, including financial assistance, healthcare, and social services.

  • Elderly: Persons aged 60 and above, typically considered to be in the later stages of life and more vulnerable to socio-economic challenges.

  • Implementation Challenges: Obstacles encountered in putting policies into action, such as lack of resources, administrative delays, and poor execution.
