Background of the Study

Transportation is a critical component of urban development, as it determines how people and goods move within cities. In Jere Local Government, Borno State, rapid urbanization has placed considerable pressure on the transportation infrastructure, leading to congestion, inefficiencies, and delays in urban mobility. The local government has implemented various transportation policies aimed at addressing these challenges, including road expansion projects, public transport initiatives, and traffic management reforms. However, urban mobility in Jere still faces issues related to insufficient infrastructure, the proliferation of informal transport systems, and security concerns due to insurgent activities (Mustapha & Bawa, 2024). This study will examine the effectiveness of these transportation policies in improving urban mobility in Jere and identify the barriers to their successful implementation.

1.2 Statement of the Problem

The transportation challenges in Jere Local Government are compounded by the growing population, inadequate infrastructure, and the impact of ongoing security concerns. While transportation policies have been introduced to address these issues, their implementation has been slow and often ineffective, resulting in persistent congestion, poor road conditions, and limited access to efficient public transport (Aminu & Garba, 2023). This study will assess the impact of these policies on urban mobility in Jere, evaluating their successes and identifying the factors that hinder their effectiveness.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of transportation policies in improving urban mobility in Jere Local Government.

  2. To assess the impact of road infrastructure improvements and public transport systems on urban mobility in Jere.

  3. To identify the challenges faced in implementing transportation policies in Jere and suggest strategies for improvement.

1.4 Research Questions

  1. How effective have transportation policies been in improving urban mobility in Jere Local Government?

  2. What impact have road infrastructure improvements and public transport initiatives had on urban mobility in Jere?

  3. What challenges hinder the successful implementation of transportation policies in Jere, and how can they be addressed?

1.5 Research Hypotheses

  1. Transportation policies have significantly improved urban mobility in Jere Local Government.

  2. Road infrastructure improvements and public transport systems have had a positive impact on urban mobility in Jere.

  3. Insufficient infrastructure, security challenges, and the dominance of informal transport systems are major barriers to the successful implementation of transportation policies in Jere.

1.6 Significance of the Study

This study will contribute to the understanding of how transportation policies impact urban mobility in conflict-affected regions. The findings will inform local authorities and policymakers on strategies to enhance transportation infrastructure and urban mobility in Jere and similar areas facing urbanization and security challenges.

1.7 Scope and Limitations of the Study

The study will focus on transportation policies and urban mobility in Jere Local Government, Borno State. It will assess both infrastructure improvements and public transport systems. Limitations include challenges in accessing detailed data on transportation policy implementation and the potential influence of ongoing security concerns on mobility patterns.

1.8 Operational Definition of Terms

  • Transportation Policies: Government measures and strategies aimed at improving transportation infrastructure, systems, and services in urban areas.

  • Urban Mobility: The ease and efficiency with which people and goods move within an urban area.

  • Public Transport Systems: Organized systems of transport available to the general public, including buses, taxis, and rail services.
