Background of the Study

Electricity supply policies are vital for promoting sustainable development in both urban and rural areas. In Nigeria, rural electrification remains a significant challenge, with many rural communities lacking access to reliable electricity. Pankshin Local Government in Plateau State, primarily rural, has benefited from various electricity supply policies aimed at improving access to power in remote areas. These policies, often driven by the Rural Electrification Agency (REA), focus on extending the national grid to rural areas, deploying off-grid solutions such as solar power, and providing subsidies for rural electrification projects (Danladi & Ibrahim, 2024). However, despite these efforts, electricity access in rural areas like Pankshin remains limited, and power supply is often inconsistent. This study examines the effectiveness of electricity supply policies in addressing the electricity needs of rural communities in Pankshin, assessing their impact on socio-economic development and identifying challenges in policy implementation (Bello & Sani, 2023).

1.2 Statement of the Problem

While electricity supply policies have been implemented to improve access to power in rural areas, many communities in Pankshin still experience unreliable electricity, limiting their potential for socio-economic development (Mohammed & Salihu, 2024). The challenges of inadequate infrastructure, lack of investment, and poor policy coordination have hindered the full implementation of rural electrification initiatives. This study will evaluate the effectiveness of electricity supply policies in Pankshin and provide recommendations for improving rural electrification.

1.3 Objectives of the Study

  1. To assess the impact of electricity supply policies on rural electrification in Pankshin Local Government.

  2. To evaluate the socio-economic benefits of improved electricity supply in rural communities in Pankshin.

  3. To identify challenges faced in the implementation of rural electrification policies in Pankshin and propose recommendations for improving electricity access.

1.4 Research Questions

  1. How effective have electricity supply policies been in improving rural electrification in Pankshin Local Government?

  2. What socio-economic benefits have rural communities in Pankshin experienced as a result of improved electricity supply?

  3. What challenges hinder the successful implementation of rural electrification policies in Pankshin?

1.5 Research Hypotheses

  1. Electricity supply policies have significantly improved rural electrification in Pankshin Local Government.

  2. Rural communities in Pankshin have experienced significant socio-economic benefits from improved electricity access.

  3. Inadequate infrastructure, poor coordination, and limited investment are major challenges hindering the effectiveness of rural electrification policies in Pankshin.

1.6 Significance of the Study

This study will provide insights into the effectiveness of electricity supply policies in promoting rural electrification in Pankshin Local Government. The findings will help policymakers and government agencies design more effective strategies for improving electricity access in rural areas, promoting socio-economic development, and addressing energy poverty in Nigeria's rural communities.

1.7 Scope and Limitations of the Study

The study focuses on the evaluation of electricity supply policies in Pankshin Local Government, Plateau State. Data will be collected from local government officials, rural residents, and energy providers. The study is limited to this specific locality and may not be applicable to other regions with different electrification challenges or policy contexts.

1.8 Operational Definition of Terms

  • Rural Electrification: The process of providing electricity to rural areas, either by extending the national grid or through alternative energy sources such as solar power.

  • Electricity Supply Policies: Government strategies and policies aimed at improving the availability and accessibility of electricity to both urban and rural populations.

  • Socio-Economic Benefits: Improvements in the living standards, income levels, education, and overall well-being of rural communities resulting from access to electricity.
