Background of the Study
Free education policies have long been implemented in Nigeria as part of efforts to increase literacy rates, reduce educational disparities, and ensure inclusive education for all. In Gwale Local Government, Kano State, the introduction of free education policies has been aimed at boosting enrollment rates in public schools, particularly for economically disadvantaged families. These policies typically cover tuition fees, school uniforms, and textbooks, making education more accessible (Sulaiman & Aminu, 2023). However, despite the policy's intentions, enrollment rates have not experienced significant improvements in some areas, including Gwale. Several factors, such as inadequate infrastructure, teacher shortages, and socio-economic challenges, contribute to the persistence of low enrollment rates (Haruna & Kalu, 2024). This study investigates the effectiveness of the free education policy in increasing enrollment in public schools in Gwale Local Government, assessing the barriers to full implementation and its overall impact on educational outcomes.
1.2 Statement of the Problem
Although the free education policy in Gwale Local Government aims to enhance access to education, many children, particularly from low-income families, still face challenges in enrolling and completing their education. Factors such as poverty, cultural attitudes toward education, and lack of essential school infrastructure continue to hinder the effectiveness of this policy (Ibrahim & Bello, 2023). This study seeks to assess how free education policies have impacted enrollment rates in public schools in Gwale, examining the factors that affect their successful implementation and identifying strategies to enhance educational access for all children.

To assess the impact of free education policies on enrollment rates in public schools in Gwale Local Government.

Increased community awareness and improved school infrastructure will enhance enrollment rates in public schools in Gwale Local Government.

It will contribute to the understanding of how these policies can be improved to enhance educational access, especially for underprivileged children. 1.7 Scope and Limitations of the Study
The study focuses on the impact of free education policies on enrollment rates in public schools within Gwale Local Government, Kano State. Data will be collected from school officials, students, and parents. The study is limited to this specific locality and may not be applicable to other regions with different educational policies or challenges.
1.8 Operational Definition of Terms
Free Education Policy: A government initiative that eliminates or reduces the cost of schooling by providing free tuition, textbooks, and other educational materials.
Enrollment Rates: The proportion of eligible children who register and attend public schools in a given area.
