Chapter One: Introduction

1.1 Background of the Study
Electoral campaign promises are central to the democratic process, as they shape voters' expectations and determine the outcome of elections. In Kano Municipal Local Government, as in many parts of Nigeria, politicians make various promises during their campaigns, often focusing on local infrastructure, healthcare, education, and economic development. However, the gap between these promises and their post-election delivery remains a critical issue (Hassan & Ibrahim, 2023). The effectiveness of elected leaders in fulfilling campaign promises is an essential measure of political accountability and governance (Yusuf & Musa, 2024). This study focuses on the analysis of campaign promises made by political candidates in Kano Municipal Local Government and evaluates their actual performance after being elected. By examining the extent to which politicians deliver on their promises, the study provides valuable insights into the nature of electoral accountability and the relationship between political rhetoric and governance outcomes.

1.2 Statement of the Problem
Electoral campaigns are often characterized by promises that address the pressing needs of the electorate, particularly in local governments. However, after elections, there is frequently a significant gap between what politicians promised and what is delivered (Ali & Ahmed, 2024). In Kano Municipal Local Government, citizens have expressed frustration with the failure of elected officials to follow through on their campaign commitments. This study aims to evaluate the extent to which the promises made by political candidates are fulfilled after elections, and how this affects the public’s perception of governance and trust in political leaders.

1.3 Objectives of the Study

  1. To assess the nature and scope of campaign promises made by candidates in Kano Municipal Local Government.
  2. To evaluate the post-election performance of elected officials in fulfilling their campaign promises.
  3. To analyze the impact of the fulfillment or failure of campaign promises on citizens' trust in political leadership.

1.4 Research Questions

  1. What are the key campaign promises made by politicians during elections in Kano Municipal Local Government?
  2. To what extent have elected officials in Kano Municipal Local Government fulfilled their campaign promises?
  3. How does the fulfillment or failure of these promises affect citizens' trust in political leadership?

1.5 Research Hypothesis

  1. There is a significant gap between the campaign promises made by politicians and their actual post-election performance in Kano Municipal Local Government.
  2. The failure to fulfill campaign promises negatively impacts citizens' trust in political leadership.
  3. The delivery of campaign promises positively affects the public's perception of governance in Kano Municipal Local Government.

1.6 Significance of the Study
This study contributes to the understanding of the relationship between electoral promises and post-election governance. It will provide valuable insights for political parties, candidates, and citizens on the importance of holding elected officials accountable for their promises. Additionally, it will inform future electoral campaigns and governance strategies in Kano Municipal Local Government, and more broadly in Nigeria. The findings will also serve as a basis for enhancing electoral transparency and political accountability at the local government level.

1.7 Scope and Limitations of the Study
The study focuses on the assessment of electoral campaign promises and post-election performance in Kano Municipal Local Government, Kano State. It does not extend to other regions or local governments in Nigeria.

1.8 Operational Definition of Terms

  • Electoral Campaign Promises: Commitments made by political candidates during their election campaigns regarding the policies and programs they intend to implement if elected.
  • Post-Election Performance: The actions taken by elected officials to fulfill their campaign promises after they have assumed office.

Political Accountability: The obligation of elected officials to fulfill their campaign promises and be answerable to the public for their performance in office.
