Background of the Study

Legislative bodies in Nigeria, including local government councils, are tasked with overseeing the executive arm of government to ensure that public resources are managed transparently and effectively. In Pankshin Local Government Area (LGA), Plateau State, the role of legislative checks in promoting executive accountability has become increasingly important as corruption and mismanagement in local governance continue to be prevalent. The local council's oversight function includes reviewing executive actions, ensuring compliance with laws, and questioning executive decisions that may negatively impact public welfare (Musa & Yusufu, 2023). However, challenges such as political rivalry, lack of adequate capacity, and limited resources often undermine the effectiveness of legislative oversight. This study seeks to assess the influence of legislative checks on executive accountability in Pankshin LGA, examining the capacity of the local legislative body to hold the executive accountable.

1.2 Statement of the Problem

In Pankshin LGA, there is growing concern that the local legislature is not effectively checking the power of the executive. Despite the formal structure of legislative oversight, local council members have been accused of being influenced by political affiliations, personal interests, and financial inducements, which hampers their ability to effectively hold the executive accountable (Olaniyan & Ahmed, 2024). This study seeks to investigate the role of legislative checks in ensuring executive accountability, the challenges faced by the legislature, and the implications for local governance.

1.3 Objectives of the Study

  1. To assess the effectiveness of legislative checks on executive accountability in Pankshin LGA.

  2. To examine the challenges faced by the legislative body in performing its oversight role in Pankshin LGA.

  3. To explore the impact of legislative oversight on the quality of governance and service delivery in Pankshin LGA.

1.4 Research Questions

  1. How effective are legislative checks in ensuring executive accountability in Pankshin LGA?

  2. What challenges hinder the legislative body's ability to perform effective oversight in Pankshin LGA?

  3. How does legislative oversight impact governance and service delivery in Pankshin LGA?

1.5 Research Hypotheses

  1. Legislative checks have a significant positive influence on executive accountability in Pankshin LGA.

  2. Challenges such as political interference and lack of resources hinder the effectiveness of legislative oversight in Pankshin LGA.

  3. Legislative oversight contributes to improved governance and service delivery in Pankshin LGA.

1.6 Significance of the Study

This study will provide important insights into the role of legislative checks in promoting executive accountability at the local government level. By focusing on Pankshin LGA, the research will contribute to the understanding of the factors that enhance or hinder effective legislative oversight in local governance. The findings will be useful for local policymakers, legislators, and citizens working to strengthen democratic accountability at the grassroots level.

1.7 Scope and Limitations of the Study

The study is limited to Pankshin LGA, Plateau State, and focuses on the role of legislative checks in ensuring executive accountability. It does not extend to other LGAs or the national level, and it focuses specifically on the local legislative body’s oversight function.

1.8 Operational Definition of Terms

  • Legislative Checks: The processes and mechanisms through which the local legislature reviews, monitors, and questions the actions of the executive to ensure accountability.

  • Executive Accountability: The responsibility of executive officials, including local government chairpersons, to be answerable to the public and legislative body for their decisions and actions.

  • Oversight Function: The role of the legislature in monitoring and evaluating the actions of the executive to ensure compliance with laws and regulations.
