Chapter One: Introduction

1.1 Background of the Study

Local government councils are the closest governmental institutions to the people, and their effectiveness in service delivery directly impacts community development and quality of life. In Sabon Gari LGA, Kaduna State, waste management is a key service provided by the local government. Proper waste management is essential for maintaining public health, enhancing the aesthetic quality of the environment, and preventing environmental hazards. However, despite the significance of waste management, there are reports of inefficiencies and challenges in the way local government councils handle this essential service. This study will explore the role of Sabon Gari LGA’s local government council in waste management, assess its effectiveness in service delivery, and identify the key factors influencing its performance (Sani & Olatunji, 2023).

1.2 Statement of the Problem

Despite the importance of waste management for public health and the environment, Sabon Gari LGA faces challenges such as poor infrastructure, inadequate funding, and lack of public awareness, which undermine the effectiveness of the local government’s waste management efforts. This study seeks to examine the underlying issues affecting the delivery of waste management services in Sabon Gari and assess how the local government can enhance its capacity to address these challenges.

1.3 Objectives of the Study

  1. To assess the effectiveness of the waste management services provided by Sabon Gari LGA.
  2. To identify the challenges faced by the local government in delivering efficient waste management services.
  3. To propose recommendations for improving waste management services in Sabon Gari LGA.

1.4 Research Questions

  1. How effective is Sabon Gari LGA in delivering waste management services?
  2. What challenges hinder the local government’s ability to provide efficient waste management?
  3. What measures can be taken to improve waste management in Sabon Gari LGA?

1.5 Research Hypotheses

  1. Sabon Gari LGA’s waste management services have a moderate level of effectiveness in meeting the needs of the community.
  2. Challenges such as inadequate funding, poor infrastructure, and public apathy significantly hinder the effectiveness of waste management in Sabon Gari LGA.
  3. Improvements in funding, infrastructure, and public awareness will lead to enhanced waste management in Sabon Gari LGA.

1.6 Significance of the Study

This study will offer insights into the effectiveness of local government councils in service delivery, specifically in the area of waste management. The findings will be useful for local government policymakers, urban planners, and community leaders in improving waste management systems, which are essential for public health and environmental sustainability.

1.7 Scope and Limitations of the Study

The study will focus on waste management services provided by the Sabon Gari LGA. Limitations include potential challenges in accessing accurate data on waste management budgets and operations, as well as the possible reluctance of local authorities to disclose information on service delivery inefficiencies.

1.8 Operational Definition of Terms

  1. Waste Management: The collection, transportation, disposal, and recycling of waste to minimize environmental impact.
  2. Service Delivery: The provision of public services to meet the needs of the community, ensuring efficiency and quality.
  3. Local Government Council: A local administrative body responsible for governing and providing services at the grassroots level.
