Chapter One: Introduction
1.1 Background of the Study
Domestic violence is a pervasive issue in many parts of Nigeria, including Benue State, where social and cultural factors often silence the victims and perpetuate harmful behaviors. Women, children, and even men are affected by domestic violence, which can take many forms, including physical, emotional, and sexual abuse. The stigma surrounding domestic violence in communities like Makurdi often discourages victims from seeking help and reporting their abusers. Development communication, by raising awareness, providing information, and encouraging behavior change, can be instrumental in tackling this issue. Through targeted media campaigns, community outreach programs, and public discussions, development communication strategies can help break the silence surrounding domestic violence, educate individuals about their rights, and encourage them to take action (Ayuba & Hassan, 2023). This study explores how development communication strategies have been used to raise awareness about domestic violence in Makurdi and the effectiveness of these strategies in influencing public perceptions and behavior.
1.2 Statement of the Problem
Domestic violence remains a critical issue in Makurdi LGA, with many cases going unreported due to fear of social stigma, lack of awareness about legal rights, and the normalizing of violent behaviors in certain communities. While there have been national efforts to address this issue, such as the Violence Against Persons (Prohibition) Act, the implementation and awareness of these policies remain low in some areas. Development communication could help by raising awareness, providing education on the consequences of domestic violence, and offering resources to victims. This study seeks to evaluate the role and effectiveness of development communication strategies in raising awareness and reducing the prevalence of domestic violence in Makurdi.
1.3 Objectives of the Study
To assess the effectiveness of development communication strategies in raising awareness about domestic violence in Makurdi.
To evaluate the role of communication tools such as radio, television, and community meetings in addressing domestic violence in Makurdi.
To explore the challenges of using development communication in raising awareness about domestic violence in Makurdi.

What challenges hinder the effectiveness of development communication in addressing domestic violence in Makurdi?
1.5 Research Hypothesis
Development communication strategies have significantly raised awareness about domestic violence in Makurdi.
Mass media campaigns, such as radio and TV programs, have been more effective in raising awareness about domestic violence compared to community outreach programs.
Cultural barriers and lack of trust in authorities are major obstacles to the effectiveness of development communication in addressing domestic violence in Makurdi.
1.6 Significance of the Study
This study will be significant in helping to understand the role of development communication in addressing domestic violence. It will provide useful insights into effective strategies for raising awareness, influencing attitudes, and encouraging behavior change. The findings will be valuable to policymakers, NGOs, and community leaders working to address domestic violence in Makurdi and other similar regions.
1.7 Scope and Limitations of the Study
This study is confined to Makurdi Local Government Area and focuses on the use of development communication in raising awareness about domestic violence. Limitations include potential biases in responses from victims due to fear of stigma and the difficulty of assessing long-term behavior changes resulting from communication campaigns.
1.8 Operational Definition of Terms
Domestic Violence: Any form of physical, emotional, sexual, or psychological abuse directed towards an individual, typically within a domestic setting.
Development Communication: The use of communication tools and strategies to promote social change, raise awareness, and empower individuals in community development.
Awareness Campaigns: Organized efforts to educate the public about an issue, such as domestic violence, through various communication channels like media and community outreach.
