Chapter One: Introduction

1.1 Background of the Study
Access to clean water remains a significant issue in many rural areas of Nigeria, including Keffi Local Government Area (LGA) in Nasarawa State. Despite the efforts of both the government and non-governmental organizations to improve water accessibility, the region still faces challenges such as inadequate infrastructure, low awareness of sanitation practices, and limited community engagement (Abubakar & Idris, 2024). Development communication has become a key strategy in addressing such challenges by informing, educating, and motivating communities to take ownership of water-related initiatives. By using communication tools such as radio campaigns, community meetings, and information dissemination through various platforms, development communication can increase public understanding of the importance of clean water and encourage behavior change to ensure sustainable access to safe water (Shittu & Ibraheem, 2023). This study seeks to evaluate the role of development communication in promoting access to clean water in Keffi LGA, exploring the effectiveness of communication strategies in raising awareness and driving community participation in water management initiatives.

1.2 Statement of the Problem
Despite national and international efforts to improve water supply in Nigeria, the Keffi area continues to experience challenges in accessing clean water. The lack of proper communication strategies to engage local communities and raise awareness on water hygiene and conservation practices has contributed to poor water management, inadequate sanitation, and increased vulnerability to waterborne diseases (Oluwadare & Babajide, 2023). This study investigates the role of development communication in promoting access to clean water in Keffi LGA, with a focus on how effective communication strategies can drive public involvement in improving local water infrastructure and sanitation practices.

1.3 Objectives of the Study

  1. To assess the role of development communication in promoting access to clean water in Keffi LGA.

  2. To evaluate the effectiveness of communication strategies in raising awareness about clean water and sanitation practices in the region.

  3. To explore community perceptions of water-related challenges and their willingness to participate in water management programs.

1.4 Research Questions

  1. How has development communication contributed to promoting access to clean water in Keffi?

  2. What communication strategies have been most effective in raising awareness about water and sanitation practices?

  3. What are the key challenges faced by local communities in accessing clean water, and how can development communication address these barriers?

1.5 Research Hypothesis

  1. Development communication strategies have significantly contributed to promoting access to clean water in Keffi.

  2. Community-based communication campaigns have been more effective than mass media campaigns in improving access to clean water.

  3. Poor infrastructure and inadequate government intervention remain significant barriers to accessing clean water, despite communication efforts.

1.6 Significance of the Study
This study is important as it provides valuable insights into the role of development communication in solving water-related challenges in Keffi. The findings will contribute to better understanding how communication strategies can be leveraged to promote clean water access and improve sanitation, thereby improving public health in the region.

1.7 Scope and Limitations of the Study
The study focuses specifically on the role of development communication in promoting access to clean water in Keffi Local Government Area, Nasarawa State. It does not extend to other regions or examine broader water policy issues in Nigeria. Limitations include the challenge of gathering accurate data on community participation and water management outcomes, as well as potential biases in self-reported responses.

1.8 Operational Definition of Terms

  1. Access to Clean Water: The availability of safe, potable water that meets health standards for drinking and sanitation.

  2. Development Communication: The strategic use of communication to promote social change, raise awareness, and encourage community engagement in development initiatives.

  3. Sanitation Practices: Measures aimed at improving hygiene and cleanliness, such as proper waste disposal, handwashing, and maintaining clean water sources.
