Background of the Study
Budget implementation is a critical phase in the financial management process, translating plans into actionable outcomes. In the health sector, effective budget implementation ensures the availability of resources, delivery of essential services, and achievement of health outcomes. However, challenges such as funding gaps, corruption, and poor monitoring often hinder this process in Nigeria (Okon & Musa, 2023).
The Federal Ministry of Health (FMOH), as a key player in Nigeria's health sector, manages significant budgets aimed at improving healthcare delivery. However, the impact of budget implementation on financial performance remains a topic of concern, especially given persistent inefficiencies and resource wastage (Olatunji & Balogun, 2024).
This study examines how budget implementation affects financial performance in the Nigerian health sector, with a focus on the FMOH.
Statement of the Problem
Despite increased budgetary allocations to the health sector, Nigeria continues to grapple with poor healthcare outcomes, suggesting inefficiencies in budget implementation. Issues such as delayed disbursements, mismanagement of funds, and lack of accountability undermine financial performance and service delivery (Adegbite & Nwankwo, 2024).
This study seeks to evaluate the effectiveness of budget implementation processes at the FMOH and their impact on financial performance, addressing a critical gap in the literature.

Scope and Limitations of the Study
The study focuses on budget implementation and its effect on financial performance in the FMOH from 2019 to 2024. Limitations include restricted access to detailed budgetary data and potential bias in responses from health sector stakeholders.
