Background of the Study

Revenue sharing formulas play a crucial role in determining the allocation of funds among federal, state, and local governments in Nigeria. These formulas are designed to promote equity and efficiency in resource distribution. The Revenue Mobilization Allocation and Fiscal Commission (RMAFC) is responsible for designing and implementing these formulas, ensuring compliance with constitutional provisions (World Bank, 2023).

Government accounting practices are integral to the implementation of revenue sharing formulas, providing transparency and accountability in the allocation and utilization of funds. However, disparities in resource distribution and inefficiencies in accounting practices have raised concerns about the effectiveness of the current revenue sharing system (Uche & Bassey, 2024).

This study examines the impact of revenue sharing formulas on government accounting practices, focusing on the role of the RMAFC in ensuring equitable and transparent resource distribution.

Statement of the Problem

The effectiveness of revenue sharing formulas in promoting equitable resource allocation has been questioned due to persistent disparities and inefficiencies in government accounting practices. Challenges such as lack of transparency, weak enforcement, and political interference undermine the objectives of these formulas.

This study explores the relationship between revenue sharing formulas and government accounting practices, identifying gaps and proposing solutions for improvement.

Objectives of the Study

  1. To examine the impact of revenue sharing formulas on government accounting practices in Nigeria.
  2. To identify challenges in implementing revenue sharing formulas effectively.
  3. To propose strategies for enhancing the role of government accounting in resource allocation.

Research Questions

  1. How do revenue sharing formulas impact government accounting practices in Nigeria?
  2. What challenges hinder the effective implementation of revenue sharing formulas?
  3. What strategies can improve government accounting practices in resource allocation?

Research Hypotheses

  1. Revenue sharing formulas significantly influence government accounting practices in Nigeria.
  2. Challenges such as weak enforcement and political interference hinder the effective implementation of revenue sharing formulas.
  3. Strengthened regulatory frameworks improve the role of government accounting in resource allocation.

Scope and Limitations of the Study

The study focuses on the impact of revenue sharing formulas on government accounting, with a case study of the RMAFC. Limitations include restricted access to fiscal data and potential biases in stakeholder responses.

Definitions of Terms

  • Revenue Sharing Formulas: Mechanisms for allocating funds among various levels of government.
  • Government Accounting Practices: Procedures for recording and reporting public financial transactions.
