Background of the Study
Cultural festivals are integral to preserving and showcasing the heritage, values, and traditions of communities. In Otukpo Local Government Area (LGA), Benue State, cultural festivals such as the Idoma International Carnival serve as platforms for cultural expression, community bonding, and economic stimulation. Public relations (PR) plays a vital role in promoting these festivals, utilizing strategic communication, media relations, and stakeholder engagement to attract audiences and sponsors. According to Eze and Adamu (2023), effective PR practices can significantly enhance the visibility and impact of cultural festivals, fostering cultural preservation and tourism development. This study examines the role of PR in promoting cultural festivals in Otukpo LGA, highlighting its strategies, challenges, and contributions to cultural and economic development.

1.2 Statement of the Problem
Despite the rich cultural heritage of Otukpo LGA, many festivals struggle to achieve widespread recognition and participation due to inadequate promotion and resource mobilization. PR efforts often face challenges such as limited funding, lack of expertise, and low stakeholder engagement. This study investigates the effectiveness of PR strategies in promoting cultural festivals in Otukpo LGA, identifying areas for improvement to maximize their impact.
