Chapter One: Introduction

1.1 Background of the Study
Literacy is a fundamental skill that empowers individuals, promotes societal development, and reduces poverty. In Gboko Local Government Area (LGA), Benue State, literacy levels remain low, particularly in rural communities, due to inadequate educational resources, poverty, and cultural barriers. Public relations (PR) can play a crucial role in promoting literacy programs by creating awareness, mobilizing community participation, and fostering partnerships.
