Chapter One: Introduction

1.1 Background of the Study
Ethnic divisions have long been a source of conflict and underdevelopment in rural communities across Nigeria. In Shendam LGA, Plateau State, such divisions hinder social cohesion, economic progress, and community development. Public Relations (PR) can be a powerful tool for conflict resolution and peacebuilding by fostering dialogue, promoting mutual understanding, and addressing stereotypes.

PR approaches such as inter-ethnic forums, media campaigns, and cultural exchange programs have been successful in reducing tensions and fostering unity in similar contexts (Ibrahim & Yusuf, 2024). This study investigates how PR can address ethnic divisions in Shendam LGA.

1.2 Statement of the Problem
Ethnic divisions in Shendam LGA continue to impede progress, with limited efforts to address the root causes and promote reconciliation. The absence of effective PR strategies to bridge these divides exacerbates the problem. This study explores the role of PR in fostering peace and unity in Shendam LGA.

1.3 Objectives of the Study

  1. To identify PR strategies used to address ethnic divisions in Shendam LGA.
  2. To assess the impact of these strategies on promoting unity and reconciliation.
  3. To propose PR approaches to enhance peacebuilding efforts in the community.

1.4 Research Questions

  1. What PR strategies are employed to address ethnic divisions in Shendam LGA?
  2. How effective are these strategies in promoting inter-ethnic harmony?
  3. What improvements can strengthen PR efforts in peacebuilding?

1.5 Research Hypotheses

  1. H1: PR strategies significantly contribute to reducing ethnic divisions in Shendam LGA.
  2. H2: Community-driven PR campaigns are more effective in fostering reconciliation.
  3. H3: A lack of PR efforts perpetuates ethnic tensions.

1.6 Significance of the Study
This study provides insights into the role of PR in addressing ethnic divisions, offering practical recommendations for community leaders, policymakers, and PR practitioners to promote peace and development in Shendam LGA.

1.7 Scope and Limitations of the Study
The study focuses on PR strategies for addressing ethnic divisions in Shendam LGA, Plateau State. It does not cover broader political or historical factors contributing to ethnic conflicts.

1.8 Operational Definition of Terms

  1. Public Relations (PR): Strategic communication aimed at fostering understanding and unity.
