Chapter One: Introduction

1.1 Background of the Study
Family welfare programs are essential for ensuring the well-being of families, particularly in rural and conflict-affected areas such as Dikwa LGA, Borno State. These programs address critical issues, including maternal and child health, nutrition, education, and economic empowerment. However, limited awareness and cultural misconceptions often hinder their acceptance and effectiveness. Public Relations (PR) plays a vital role in bridging this gap by creating strategic communication campaigns to inform and engage communities about the benefits of family welfare programs.

Recent studies emphasize that PR strategies, such as grassroots mobilization, targeted messaging, and media advocacy, can enhance the reach and impact of welfare programs (Adamu & Yusuf, 2024). This study explores how PR can effectively promote family welfare programs in Dikwa LGA.

1.2 Statement of the Problem
Despite the availability of family welfare programs in Dikwa LGA, their adoption and impact remain limited due to low awareness, cultural resistance, and inadequate communication strategies. The lack of robust PR initiatives further compounds this issue, leaving many families unaware of available resources. This study examines how PR strategies can address these challenges and promote family welfare programs effectively.

1.3 Objectives of the Study

  1. To identify PR strategies employed in promoting family welfare programs in Dikwa LGA.
  2. To assess the effectiveness of these strategies in increasing community participation.
  3. To recommend improvements for PR campaigns to enhance family welfare awareness.

1.4 Research Questions

  1. What PR strategies are used to promote family welfare programs in Dikwa LGA?
  2. How effective are these strategies in engaging the local community?
  3. What improvements can enhance PR efforts in promoting family welfare?

1.5 Research Hypotheses

  1. H1: PR strategies significantly improve awareness of family welfare programs in Dikwa LGA.
  2. H2: Cultural barriers negatively affect the effectiveness of PR campaigns.
  3. H3: Community-based PR campaigns lead to higher participation in family welfare programs.

1.6 Significance of the Study
This study highlights the critical role of PR in promoting family welfare programs, offering insights for policymakers, NGOs, and communication practitioners to design impactful campaigns that address community needs in conflict-affected regions.

1.7 Scope and Limitations of the Study
The study is confined to PR strategies for promoting family welfare programs in Dikwa LGA, Borno State. It excludes other factors influencing program implementation, such as funding or governmental policies.

1.8 Operational Definition of Terms

  1. Public Relations (PR): Strategic communication aimed at influencing public attitudes and behaviors.
  2. Family Welfare Programs: Initiatives designed to improve the well-being of families, particularly in health, education, and economic empowerment.
  3. Dikwa LGA: A local government area in Borno State, Nigeria, serving as the study location.
