Chapter One: Introduction

1.1 Background of the Study
Food security remains a pressing issue in Nigeria, with many communities, including Katsina Ala LGA in Benue State, grappling with challenges such as poor agricultural practices, climate change, and inadequate infrastructure. Public Relations (PR) plays a critical role in promoting local food security programs by fostering awareness, engaging stakeholders, and encouraging community participation.

PR strategies in food security campaigns include public education, advocacy, and media engagement. These approaches aim to inform the public about sustainable farming practices, government policies, and available support programs. Recent studies highlight PR's impact on mobilizing community support for food security initiatives and fostering partnerships between stakeholders (Eze & Nwafor, 2023). However, the effectiveness of these strategies in Katsina Ala LGA remains underexplored, necessitating this study.

1.2 Statement of the Problem
Despite efforts to enhance food security in Katsina Ala LGA, challenges such as low community awareness, poor communication, and limited stakeholder engagement persist. PR offers solutions to these challenges, but its role and effectiveness in promoting food security programs are not well-documented. This study seeks to address this gap by evaluating PR strategies and their impact on food security in Katsina Ala LGA.

1.3 Objectives of the Study

  1. To examine PR strategies used in promoting local food security programs in Katsina Ala LGA.
  2. To assess the effectiveness of these strategies in enhancing food security.
  3. To recommend improvements to PR practices for promoting food security programs.

1.4 Research Questions

  1. What PR strategies are employed in promoting food security programs in Katsina Ala LGA?
  2. How effective are these strategies in enhancing food security?
  3. What improvements can enhance PR’s role in promoting food security programs?

1.5 Research Hypotheses

  1. H1: PR strategies significantly enhance food security in Katsina Ala LGA.
  2. H2: Limited awareness and stakeholder engagement hinder the effectiveness of PR in food security programs.
  3. H3: Collaborative and inclusive PR strategies improve food security outcomes.

1.6 Significance of the Study
This study provides valuable insights for policymakers, PR practitioners, and development agencies on the role of PR in promoting food security. By focusing on Katsina Ala LGA, it highlights context-specific challenges and opportunities, contributing to broader efforts to achieve food security in Nigeria.

1.7 Scope and Limitations of the Study
The study focuses on PR strategies in promoting food security programs in Katsina Ala LGA, Benue State. It does not explore other aspects of food security or regions beyond Katsina Ala.

1.8 Operational Definition of Terms

  1. Public Relations (PR): Strategic communication practices used to engage stakeholders and promote initiatives.
  2. Food Security: The availability, accessibility, and affordability of food for all.
  3. Katsina Ala LGA: A local government area in Benue State, Nigeria, serving as the study location.
