Chapter One: Introduction

1.1 Background of the Study
Drug abuse remains a significant social and public health challenge in Nigeria, particularly in areas such as Sabon Gari LGA, Kaduna State. The widespread use of illicit substances among youths and vulnerable groups contributes to rising crime rates, deteriorating mental health, and weakened social structures. Public Relations (PR) and media advocacy have emerged as essential tools in combating this menace by raising awareness, influencing public attitudes, and fostering community action.

PR campaigns focus on creating persuasive narratives that discourage drug abuse while promoting rehabilitation and support services. Media advocacy, a critical component of PR, leverages traditional and digital media platforms to amplify these messages, ensuring they reach diverse audiences. Recent studies highlight the effectiveness of PR in changing behavior, particularly when combined with community-based interventions and policy advocacy (Okoye & Ibrahim, 2023; Oladele, 2024). Despite these advances, challenges such as stigmatization, misinformation, and limited resources hinder the success of anti-drug campaigns in Sabon Gari LGA. This study investigates the role of PR and media advocacy in combating drug abuse, examining strategies, challenges, and outcomes.

1.2 Statement of the Problem
Drug abuse remains prevalent in Sabon Gari LGA, despite various intervention efforts. Existing anti-drug campaigns often fail due to inadequate communication strategies, lack of youth engagement, and insufficient advocacy efforts. PR and media advocacy have the potential to address these gaps by fostering awareness, influencing policy changes, and mobilizing community support. However, their role in combating drug abuse in Sabon Gari LGA has not been fully explored. This study seeks to evaluate the effectiveness of PR and media advocacy in addressing drug abuse, identifying barriers and opportunities for improvement.

1.3 Objectives of the Study

  1. To assess the role of PR and media advocacy in combating drug abuse in Sabon Gari LGA.
  2. To identify challenges faced in implementing PR and media advocacy strategies.
  3. To recommend effective PR strategies for combating drug abuse in Sabon Gari LGA.

1.4 Research Questions

  1. How do PR and media advocacy contribute to combating drug abuse in Sabon Gari LGA?
  2. What challenges affect the implementation of PR and media advocacy strategies?
  3. What strategies can enhance the effectiveness of PR and media advocacy in addressing drug abuse in Sabon Gari LGA?

1.5 Research Hypotheses

  1. H1: PR and media advocacy significantly reduce drug abuse in Sabon Gari LGA.
  2. H2: Challenges such as misinformation and stigmatization limit the effectiveness of PR strategies.
  3. H3: Collaborative and community-centered PR approaches improve anti-drug campaigns.

1.6 Significance of the Study
This study emphasizes the importance of PR and media advocacy in addressing drug abuse, particularly in Sabon Gari LGA. The findings will benefit PR practitioners, policymakers, and community leaders by providing evidence-based strategies for designing effective anti-drug campaigns. Additionally, the study contributes to broader efforts to address drug abuse in Nigeria, aligning with public health and social development goals.

1.7 Scope and Limitations of the Study
The study focuses on the role of PR and media advocacy in combating drug abuse in Sabon Gari LGA, Kaduna State. It does not explore other drug-related issues or regions beyond Sabon Gari.

1.8 Operational Definition of Terms

  1. Public Relations (PR): Strategic communication practices aimed at influencing public attitudes and behaviors.
  2. Media Advocacy: The use of media platforms to promote social change and policy advocacy.

Drug Abuse: The habitual use of drugs or substances that negatively affect physical and mental health.
