ABSTRACT

This study was carried out to human capital development and employees productivity using Akwa Ibom civil service commission. Specifically, the study examine examine the  role or human capital development in an organization. The study also,  evaluate the challenges of  human capital development on an organization. The study further examine the relationship between human capital development and employee productivity. Lastly, the study investigate the relationship between  human capital development on organizational growth. The study used a descriptive analysis. The findings revealed that there is a positive relationship between human capital development and employee productivity. Also , there is a positive relationship between human capital development and organizational growth. Lastly, there are challenges  facing human capital development in an organization such as the attitude of an employee, inadequate funding,lack of equipment, facilities and materials.  The study hereby recommend that the civil service commission should continuously promote human capital development and should constantly train and develop members of staff so as to meet and surpass expectations. Further more, civil service commission should focus on fair human investment for better growth of the civil service. This will lead to having creative and innovative staff. The civil service commission should avoid hiring new employees while disregarding the current employees. Equally it is important that civil service commission  should focus more on equitable and transparent human investments policies. These policies should not segregate workers along gender, title, education level, nationality or other forms of discrimination.
