Background of the Study

Local government projects are vital for community development, providing infrastructure, healthcare, education, and other public services. However, many of these projects in Billiri Local Government Area (LGA) face challenges in controlling costs. Factors such as poor project planning, inadequate financial monitoring, and the lack of experienced financial managers contribute to cost overruns and inefficiencies. Effective cost control practices, including budgeting, cost tracking, and variance analysis, can help mitigate these challenges and ensure that projects are completed within budget (Kerzner, 2013).

This study aims to examine the challenges of cost control in local government projects in Billiri LGA and explore strategies for improving financial oversight in these projects.

Statement of the Problem

Local government projects in Billiri LGA frequently experience cost overruns and delays due to weak cost control mechanisms. This study investigates the causes of these challenges and suggests strategies for improving cost control in local government projects.

Aim and Objectives of the Study

The aim of this study is to explore the challenges of cost control in local government projects in Billiri LGA.

The objectives are:

  1. To identify the challenges faced in controlling costs in local government projects in Billiri LGA.
  2. To evaluate the impact of weak cost control on the completion of local government projects.
  3. To recommend strategies for improving cost control in local government projects.

Research Questions

  1. What challenges do local governments in Billiri LGA face in controlling project costs?
  2. How do poor cost control practices affect the completion and financial performance of local government projects?
  3. What strategies can be implemented to improve cost control in local government projects in Billiri LGA?

Research Hypotheses

  1. Local government projects in Billiri LGA that implement cost control practices are less likely to experience budget overruns.
  2. Weak cost control practices in local government projects result in delays and financial inefficiencies.
  3. Effective cost control practices in local government projects improve project delivery time and financial performance.

Significance of the Study

This study will provide valuable insights into the causes of cost overruns in local government projects and offer practical recommendations for improving cost control practices. The findings will be useful for local government officials, project managers, and policymakers in Billiri LGA.

Scope and Limitation of the Study

The study will focus on local government projects in Billiri LGA. Limitations include potential difficulties in obtaining accurate financial data and reluctance from government officials to share project-related information.
