THE EFFECTIVENESS OF CURFEWS IN CONTROLLING PUBLIC PROTESTS (A CASE STUDY OF ENDBADGOVERNANCE PROTEST IN NIGERIA)

Chapter One: Introduction

1.1 Background of the Study

Public protests have been a recurrent feature of Nigeria’s socio-political landscape, with citizens frequently taking to the streets to express dissatisfaction with various issues, including bad governance, corruption, and economic hardships. The EndBadGovernance protests, which gained momentum in 2024, are one of the most notable recent instances of widespread civil unrest in Nigeria (Channelstv, 2024; Aljazeera, 2024). These protests, sparked by grievances over governance and socio-economic conditions, have seen both peaceful and violent demonstrations across various states.

In response to the escalating protests, the Nigerian government has frequently imposed curfews as a measure to control the unrest and restore order. Curfews, which restrict movement during specified hours, are intended to reduce the likelihood of violent clashes, limit opportunities for vandalism and looting, and allow security forces to maintain control more effectively (Punchng, 2024). However, the effectiveness of curfews in achieving these objectives and their broader impact on public dissent and civil liberties have been subjects of debate.

Curfews are often perceived as a double-edged sword. On one hand, they can help mitigate violence and maintain public order; on the other hand, they can exacerbate tensions, provoke further defiance, and infringe on citizens' rights to peaceful assembly and free movement. The EndBadGovernance protests provide a critical case study to examine the efficacy of curfews in controlling public protests and the resultant socio-political implications.

Understanding the effectiveness of curfews in managing protests requires analyzing various factors, including the nature and scale of the protests, the government's approach to enforcement, and the public's response. It also necessitates examining the broader socio-economic and political context within which these measures are implemented (Vanguardngr, 2024).

This study seeks to explore the dynamics of curfew imposition during the EndBadGovernance protests, assessing its effectiveness in controlling public dissent and its implications for governance and civil liberties in Nigeria.

1.2 Statement of the Problem

The imposition of curfews as a strategy to control public protests, such as the EndBadGovernance protests, raises significant questions about their effectiveness and impact. While curfews aim to restore order and prevent violence, their implementation often leads to unintended consequences, including increased public frustration and further clashes between protesters and security forces.

The problem lies in evaluating the actual effectiveness of curfews in curbing unrest and violence during the EndBadGovernance protests. Despite the government's intentions, curfews have sometimes resulted in heightened tensions, defiance, and additional violence, complicating efforts to achieve peace and stability. Additionally, the enforcement of curfews often involves heavy-handed measures by security forces, raising concerns about human rights violations and the suppression of legitimate dissent (Aljazeera, 2024).

Analyzing the effectiveness of curfews in this context involves examining their immediate impact on protest activities, the strategies used for enforcement, and the broader socio-political repercussions. This evaluation is essential for understanding whether curfews serve as a viable tool for managing public protests or if they contribute to a cycle of repression and resistance that undermines governance and social cohesion.

1.3 Objectives of the Study

  1. To assess the effectiveness of curfews in controlling public protests during the EndBadGovernance movement in Nigeria.

  2. To examine the strategies and approaches used by the government in enforcing curfews.

  3. To analyze the socio-political implications of curfew imposition on public dissent and civil liberties.

1.4 Research Questions

  1. How effective have curfews been in controlling public protests during the EndBadGovernance movement in Nigeria?

  2. What strategies and approaches have been used by the government to enforce curfews during these protests?

  3. What are the socio-political implications of curfew imposition on public dissent and civil liberties?

1.5 Significance of the Study

This study is significant as it provides a critical analysis of the use of curfews in managing public protests, with a specific focus on the EndBadGovernance movement in Nigeria. By evaluating the effectiveness of curfews and their broader implications, the study contributes to the understanding of governance strategies in response to civil unrest. The findings can inform policymakers, security agencies, and civil society organizations on the impacts of curfews and help develop more balanced approaches that uphold public order while respecting civil liberties.

Furthermore, the study highlights the complex interplay between state measures and public responses, offering insights into the dynamics of protest management and the potential for more constructive engagement between the government and citizens.

1.6 Scope and Delimitation of the Study

The study focuses on the EndBadGovernance protests in Nigeria, specifically analyzing the imposition and effectiveness of curfews as a measure to control public unrest. The case study approach allows for an in-depth examination of these factors within the specific context of Nigeria. The study period covers the protests in 2024, providing a contemporary perspective on the issues at hand. While the findings may have broader implications, the scope is limited to the Nigerian context and may not be directly applicable to other countries or regions.

1.7 Operational Definition of Terms
