Abstract: The impact of policy changes on adult education accessibility is an important topic in evaluating how legislative and administrative decisions affect adult learners. This study aimed to investigate how recent policy changes have influenced the accessibility of adult education programs. The objectives were to assess the impact of policy changes on enrollment rates, identify barriers created or removed by these policies, and examine the effectiveness of policy implementation in enhancing access to education. A survey design was utilized to gather data from a diverse group of adult learners, providing a broad perspective on the effects of policy changes. A sample size of 180 adult learners was selected using purposive sampling to focus on those directly affected by recent policy changes. The case study was conducted in Delta, where significant educational policy reforms have been implemented. The findings showed that policy changes had a mixed impact, with some policies improving access by reducing tuition fees and others creating new barriers through increased bureaucratic requirements. It was recommended that policymakers should engage with adult learners to understand their needs and tailor policies to effectively improve accessibility.
