Background of the Study
Open educational resources (OER)—freely accessible teaching, learning, and research materials—enhance educational equity and reduce costs (UNESCO, 2023). Academic libraries are pivotal in OER advocacy, curation, and capacity building (Smith & Eze, 2024). In Owerri West, university libraries have begun OER repositories and workshops, yet awareness among faculty and uptake of OER in curricula vary widely (Okafor, 2025). Librarians’ roles in policy development, licensing guidance, and instructional design support remain under‑documented. Investigating these roles will clarify best practices for OER integration in the region.

Statement of the Problem
Despite institutional interest, academic libraries in Owerri West face low faculty engagement with OER due to limited policy frameworks, technical barriers, and lack of librarian-led advocacy (Nwachukwu, 2024). Without understanding librarians’ contributions, OER initiatives cannot be effectively scaled. This study examines academic libraries’ roles in promoting OER to inform strategic planning.

Objectives of the Study

 

To document OER promotion activities undertaken by academic libraries.

 

 

To assess faculty awareness and adoption of OER.

 

 

To recommend strategies for strengthening librarian-led OER initiatives.

 

Research Questions

 

What OER advocacy and support services do libraries provide?

 

 

How aware are faculty of available OER and their benefits?

 

 

What enhancements can boost OER adoption in curricula?

 

Significance of the Study
Insights will enable libraries in Owerri West to develop robust OER programs, influence institutional policy, and support faculty in adopting high-quality, cost‑effective teaching materials.

Scope and Limitations of the Study
This study focuses on academic libraries in Owerri West, Imo State, and their OER promotion activities. It excludes non‑academic libraries.
