Background of the Study
Health technology assessments (HTAs) are systematic evaluations of the properties and impacts of health technologies, including medical devices, drugs, and treatment protocols. HTAs provide evidence-based insights that inform policy decisions and resource allocation in the health sector. In Nigeria, HTAs are increasingly used to determine the cost-effectiveness and clinical value of new healthcare technologies, ensuring that limited resources are allocated efficiently (Okoro, 2023). By guiding investment decisions, HTAs contribute to improved health outcomes and more sustainable healthcare financing, which in turn support economic growth.

The implementation of HTAs in Nigeria has the potential to enhance transparency and accountability in healthcare spending. With rigorous evaluation methodologies, HTAs can help policymakers prioritize interventions that offer the greatest benefits relative to cost. This is particularly important in a resource-constrained environment, where efficient allocation is critical for maximizing public health returns. Furthermore, HTAs can drive innovation by encouraging the adoption of effective and affordable health technologies (Ibe, 2024). However, challenges such as limited local data, capacity constraints, and regulatory hurdles may affect the utility of HTAs in Nigeria.

This study explores the impact of health technology assessments on resource allocation in Nigeria by analyzing how HTA findings influence funding decisions and policy formulation. The goal is to determine whether HTAs lead to more cost-effective healthcare investments and to identify the factors that facilitate or hinder their implementation. The research aims to provide evidence-based recommendations for strengthening HTA processes and enhancing their contribution to efficient resource allocation in the health sector (Okoro, 2023; Ibe, 2024).

Statement of the Problem
Despite the potential benefits of health technology assessments in guiding resource allocation, their impact in Nigeria has been limited by several factors. A primary problem is the lack of comprehensive local data, which undermines the accuracy and relevance of HTA findings. Additionally, capacity constraints within regulatory agencies hinder the effective implementation of HTA recommendations, resulting in suboptimal resource allocation and inefficient healthcare spending (Okoro, 2023).

Furthermore, regulatory hurdles and insufficient stakeholder engagement often lead to delays in integrating HTA outcomes into policy decisions. This gap reduces the potential for HTAs to influence funding priorities and to promote cost-effective healthcare practices. The combined effect is that limited resources are not optimally directed to interventions that offer the greatest health and economic returns, thereby hampering the overall efficiency of the healthcare system. This study seeks to address these issues by evaluating the role of HTAs in resource allocation and proposing strategies to overcome current limitations (Ibe, 2024).

  • H₃: Improved stakeholder engagement enhances the integration of HTA findings into policy.

Scope and Limitations of the Study
This study examines the impact of HTAs on resource allocation in Nigeria’s health sector from 2020 to 2025. Limitations include data availability and the evolving nature of HTA methodologies.
