Chapter One: Introduction

1.1 Background of the Study
The ongoing insurgency in northeastern Nigeria, particularly in Adamawa State, has posed significant challenges for policing and law enforcement in affected areas. Mubi South LGA, which borders insurgent-controlled regions, has been severely impacted by the insurgency, with police officers facing difficulties in maintaining law and order in the face of violence, displacement, and heightened insecurity. According to Ndubuisi et al. (2023), the complex nature of insurgencies, which involves not only armed insurgents but also the manipulation of local populations, has made policing operations in such areas particularly challenging. The police in Mubi South face threats from insurgents, insufficient resources, and difficulty in maintaining cooperation from local communities who may be sympathetic to insurgent causes. This study will evaluate the challenges faced by police forces in Mubi South, seeking to understand the obstacles they encounter in policing insurgency-affected areas and how these challenges impact security and law enforcement.

1.2 Statement of the Problem
The insurgency in Mubi South LGA has severely hindered the capacity of the police to carry out their duties effectively. With the presence of insurgents and the difficulty in garnering community cooperation, police efforts to restore peace and security have been limited. Despite the critical role of policing in curbing violence and rebuilding stability, little is known about the specific challenges faced by the police in this insurgency-affected region. This study aims to examine these challenges and their implications for security operations in Mubi South LGA.

1.3 Objectives of the Study

  • To identify the challenges faced by the police in Mubi South LGA in combating insurgency.

  • To assess the impact of these challenges on law enforcement and public safety in Mubi South.

  • To evaluate the strategies employed by the police to overcome these challenges in Mubi South LGA.

1.4 Research Questions

1.5 Research Hypothesis

  • H₀: The challenges faced by the police in Mubi South LGA do not significantly affect law enforcement and public safety.

  • H₁: The challenges faced by the police in Mubi South LGA significantly affect law enforcement and public safety.

  • H₂: The strategies employed by the police in Mubi South LGA are insufficient to overcome the challenges posed by insurgency.

1.6 Significance of the Study
This study will provide crucial insights into the specific challenges of policing in insurgency-affected areas, particularly in Mubi South LGA. Understanding these challenges will help security agencies and policymakers design better approaches to supporting police forces in conflict zones, improving their ability to maintain law and order and contribute to the restoration of peace in insurgency-affected regions.

1.7 Scope and Limitations of the Study
The study will focus on Mubi South LGA in Adamawa State, specifically examining the challenges faced by police forces in the context of the ongoing insurgency. The study will not extend to other insurgency-affected regions or explore the role of other security agencies. Limitations include the difficulty in obtaining sensitive information from police officers due to security concerns and operational restrictions.

1.8 Operational Definition of Terms

  • Insurgency: An armed rebellion against a government, often involving irregular military groups or paramilitary forces.

  • Policing Challenges: The difficulties and obstacles faced by law enforcement agencies in maintaining order, enforcing laws, and preventing crime.

  • Community Cooperation: The willingness of local populations to work with security forces to maintain peace and combat insurgency.
