Background of the Study

Women’s participation in legislative decision-making has been a critical factor in shaping policies that are inclusive, representative, and conducive to the advancement of gender equality. In Zaria Local Government Area, Kaduna State, the underrepresentation of women in legislative positions has long been a challenge despite various national and international efforts aimed at increasing female political participation. As political systems continue to evolve, especially within local governments, the active involvement of women in legislative decision-making remains a fundamental aspect of fostering a more balanced and equitable political landscape. In many instances, policies developed without the inclusion of women’s perspectives tend to overlook their needs and concerns. Gendered perspectives are crucial for developing policies related to healthcare, education, and social welfare that directly affect women and marginalized groups. This study examines the impact of women’s participation in legislative decision-making in Zaria, considering both the obstacles they face and the contributions they can make when involved in policy formulation.

1.2 Statement of the Problem

While global efforts have called for increased representation of women in politics, Zaria Local Government Area has seen limited success in empowering women to take active roles in legislative decision-making processes. Although women’s participation in politics is essential to achieving gender-responsive governance, cultural, socio-economic, and political barriers continue to hinder the participation of women in decision-making roles. Consequently, the limited presence of women in legislative positions in Zaria may result in underrepresentation of their interests in policy formulation. This study aims to evaluate the impact of women’s involvement in legislative processes in Zaria, focusing on how their participation can influence decision-making and enhance the inclusivity of policies.

1.3 Objectives of the Study

  1. To assess the level of women’s participation in legislative decision-making in Zaria Local Government Area.

  2. To evaluate the impact of women’s legislative participation on the formulation of policies in Zaria.

  3. To identify the challenges faced by women in legislative roles and their influence on decision-making.

1.4 Research Questions

  1. To what extent are women involved in legislative decision-making in Zaria Local Government Area?

  2. How has women’s participation in legislative decision-making impacted the formulation of policies in Zaria?

  3. What are the key challenges faced by women in legislative positions in Zaria?

1.5 Research Hypothesis

  1. Women’s participation in legislative decision-making in Zaria Local Government Area is significantly low.

  2. Women’s involvement in legislative decision-making has a positive impact on the inclusiveness and effectiveness of policies in Zaria.

  3. Socio-cultural and institutional barriers are the primary challenges women face in legislative decision-making in Zaria.

1.6 Significance of the Study

This study is significant as it provides an opportunity to assess the role of women in legislative decision-making and its potential to bring about transformative change in local governance. It will contribute to understanding how women’s representation in political decision-making bodies can shape the development of more gender-sensitive and inclusive policies. Additionally, the research findings may inform policymakers and gender advocates in Zaria and beyond, encouraging the implementation of reforms that facilitate women’s participation in local governance. Understanding these dynamics will also empower local and national stakeholders to design more effective strategies for enhancing women’s involvement in politics and governance. Furthermore, the study adds to the growing body of knowledge on gender equality in political participation, offering relevant insights into the opportunities and challenges of women in politics within northern Nigeria.

1.7 Scope and Limitations of the Study

The study will focus on the level of women’s participation in legislative decision-making in Zaria Local Government Area, Kaduna State. It will evaluate the direct impact of female participation on the policies developed by the local legislature, as well as the challenges these women face in this capacity. Limitations may include difficulties in accessing information from political representatives due to the sensitive nature of the data, as well as the potential underreporting of women’s contributions within male-dominated political structures.

1.8 Operational Definition of Terms

  • Legislative Decision-Making: The process by which elected representatives, including women, participate in the creation, modification, and implementation of laws and policies in a legislative body.

  • Policy Formulation: The process through which governments develop, adopt, and implement policies to address public issues and concerns.

  • Gender-Responsive Governance: A governance approach that ensures the inclusion of gender perspectives in decision-making, policy formulation, and resource allocation to ensure equality and address gender-specific issues.
