Chapter One: Introduction
1.1 Background of the Study
Human rights violations during security operations have been a significant issue in conflict areas, particularly in the Northeast of Nigeria, where Boko Haram insurgents have waged an insurgency against the government. Damboa Local Government Area (LGA) in Borno State has been one of the epicenters of this conflict, with frequent clashes between security forces and insurgents. According to Bello (2025), security forces have been accused of human rights violations, including extrajudicial killings, arbitrary detention, and torture of civilians suspected of being linked to insurgents. These violations have compounded the challenges faced by the local population, many of whom are already suffering from the effects of the insurgency. This study aims to investigate the nature, extent, and impact of human rights violations committed by security forces during operations in Damboa LGA, focusing on the ways in which these actions affect civilians and the broader peacebuilding process in the region.
1.2 Statement of the Problem
While security forces are tasked with protecting civilians and restoring order, reports of human rights violations during security operations in Damboa LGA have raised concerns about the ethical conduct of these operations. Human rights abuses not only harm civilians but also undermine trust between the local population and security forces, hindering efforts to combat insurgency and rebuild the region. This study seeks to investigate the scope of human rights violations during security operations and assess their impact on both the civilian population and the security landscape in Damboa LGA.

1.6 Significance of the Study
This study will provide important insights into the human rights challenges faced during security operations in conflict zones like Damboa LGA. By assessing the nature and impact of these violations, the study will contribute to a better understanding of the obstacles to peacebuilding and the restoration of law and order. The findings will be useful for human rights organizations, security agencies, and policymakers in designing interventions that respect human rights while addressing security challenges in conflict areas.
1.7 Scope and Limitations of the Study
This study will focus on human rights violations during security operations in Damboa LGA, Borno State. It will examine the experiences of civilians and the role of human rights organizations in addressing these issues. The study is limited to the scope of the LGA and will not explore the broader regional security situation or the experiences of other areas in Borno State. Limitations include potential challenges in accessing sensitive information and the reluctance of victims to speak out about violations due to fear of reprisal.
1.8 Operational Definition of Terms
Human Rights Violations: Acts that contravene the fundamental rights of individuals, such as extrajudicial killings, torture, and arbitrary detention.
Security Operations: The activities conducted by military, police, and other security agencies to maintain public order, combat insurgency, and ensure the protection of civilians.
