Background of the Study

Think tanks play an increasingly important role in policy development, providing research, analysis, and policy recommendations to governments and other institutions (Omotayo & Isah, 2024). In Nigeria, agricultural reforms are a key area where think tanks influence government decisions, particularly in rural areas where agriculture is a significant part of the economy. In Bokkos LGA, Plateau State, think tanks have worked alongside government agencies to design and implement agricultural reforms aimed at increasing productivity, improving farmers’ access to markets, and ensuring sustainable agricultural practices (Usman & Ali, 2023). This study seeks to examine the role of think tanks in shaping agricultural policy reforms in Bokkos LGA, focusing on the contributions of these organizations to the design, implementation, and evaluation of local agricultural policies.

1.2 Statement of the Problem

While think tanks have been recognized as influential actors in policy formulation, their impact on local agricultural reforms in Bokkos LGA remains under-researched. Despite their technical expertise and policy advocacy, it is unclear how much their recommendations are incorporated into actual government policies and whether these reforms effectively address the challenges faced by local farmers (Sule & Habib, 2023). This study will assess the specific role that think tanks have played in shaping agricultural policy in Bokkos LGA, evaluating their effectiveness in influencing policy decisions and their contributions to the success or failure of agricultural reforms.

1.3 Objectives of the Study

  1. To assess the influence of think tanks on the formulation of agricultural policies in Bokkos LGA.

  2. To evaluate the effectiveness of think tanks in contributing to the implementation of agricultural reforms in Bokkos LGA.

  3. To examine the outcomes of agricultural reforms influenced by think tanks in terms of increased productivity and farmers’ livelihoods in Bokkos LGA.

1.4 Research Questions

  1. How have think tanks influenced the formulation of agricultural policies in Bokkos LGA?

  2. What role have think tanks played in the implementation of agricultural reforms in Bokkos LGA?

  3. What impact have think tank-driven agricultural reforms had on local farmers in Bokkos LGA?

1.5 Research Hypotheses

  1. Think tanks have significantly influenced the formulation and implementation of agricultural policies in Bokkos LGA.

  2. The involvement of think tanks has led to more effective and sustainable agricultural reforms in Bokkos LGA.

  3. Think tank-driven agricultural reforms have positively impacted local farmers’ productivity and livelihoods in Bokkos LGA.

1.6 Significance of the Study

This study will contribute to the literature on the role of think tanks in policy formulation and implementation, particularly in the context of agricultural reforms in rural Nigeria. By focusing on Bokkos LGA, the study will provide insights into how think tanks can collaborate with local governments to design policies that address the unique challenges faced by rural communities. The findings will also be useful for policymakers, development practitioners, and think tanks seeking to improve the effectiveness of agricultural reforms in local governance.

1.7 Scope and Limitations of the Study

The study focuses on the role of think tanks in shaping agricultural policy reforms in Bokkos LGA, Plateau State. The research will be limited to a specific period and will not consider long-term effects or examine similar reforms in other regions.

1.8 Operational Definition of Terms

  • Think Tanks: Independent research organizations that provide policy advice and conduct research on issues affecting government and society.

  • Agricultural Reforms: Policy changes aimed at improving agricultural productivity, sustainability, and farmers' welfare.

  • Policy Formulation: The process of designing and developing policies, often based on research and expert recommendations, to address specific issues or challenges.
